The State of Tennessee Department of General Services is responsible for providing shared services to support the business operations of state departments and agencies. It also serves vendors wishing to do business with the State, and citizens and organizations interested in purchasing surplus State and federal property. How you make a difference in this role:
The State of Tennessee Real Estate Asset Management division is currently seeking a candidate for the position of Development Manager within their Capital Projects group. A Development Manager is responsible for serving in an Owner's Representative role during the programming and design phases of capital improvement and capital maintenance projects. The ideal candidate will have strong communication skills, a knowledge of current industry standard project management software tools, and professional experience working in a designer or Owner's Representative role with the ability to confirm scope, schedule, and budget through the review of programming and design documents produced by consultants and designers.
Key Responsibilities:
- Identify capital improvement and maintenance project needs for assigned agencies and departments.
- Engage consultants to develop programs defining the scope, schedule, and budget for the identified projects.
- Compile project justification information for submission into a capital budget request.
- Develop documentation required for project approval by the State Building Commission.
- Initiate the process to select designers for projects.
- Support the execution of designer agreement and required supplements.
- Review additional service requests.
- Conduct design reviews to ensure design intent addressed program needs.
- Monitor the contractor procurement process through a successful bid and contract award.
- Process designer invoices.
Minimum Qualifications:
A 4-year degree in an architecture, engineering, or construction management related field.
Five years of related project design, engineering, or management experience.
- Knowledge of design and construction business practices including methodologies, terminologies, and workflows of activities.
- Ability to read and interpret contract documents such as contracts, specifications, and drawings.
- Excellent interpersonal skills and demonstrated ability to interact effectively with all levels of stakeholders on a team.
- Team-oriented, intrinsically motivated leaders possessing a proactive mindset having the ability to troubleshoot problems and develop creative solutions.
