Job Posting for Budget & Policy Manager at State of Utah
The Department of Government Operations is seeking a Budget & Policy Manager to assist the department in a variety of budget and policy concerns including setting and maintaining rates, establishing financial policies, and improving communication with our customer agencies. If you have experience developing budgets, internal controls and policies with a strong background in accounting and finance, this could be the job you’re looking for! Principal Duties As a Financial Manager II you will:
Manage special fiscal projects or activities of a highly specialized nature (i.e., preparation of monthly financial reports, review/control of internal services funds, development of forms/reports, etc.).
Work with the Department financial staff regarding the annual budgeting process.
Work with the DGO divisions to develop department rules, policies and/or standards to ensure compliance with state and federal laws and regulations.
Work with the Executive Finance Director and the DGO divisions regarding fiscal note submissions during the annual legislative session.
Work with department financial staff to establish and monitor standardized department financial policies and processes.
Establish and maintain a department Cost Allocation Plan
Work with the Executive Finance Director and the department’s ISF division to establish standardized rate processing and expense recognition practices for the annual rate process.
Assist with the creation of the annual rate committee presentation, packet creation, and meeting with various agencies regarding rate impacts.
Establish and maintain an ISF performance management and improvement framework, policy and procedure. Including annual retained earnings reconciliations.
Work with the departments divisions to establish a consistent financial reporting process.
Review fiscal operations to ensure integrity, accuracy and control of data.
In case of reorganization, may supervise and support subordinate personnel: provide daily supervision, create performance plans, and conduct quarterly and annual performance reviews.
The Ideal Candidate The ideal candidate is someone who:
Has a master’s degree in accounting or finance or 5 years of experience in accounting for budgets in excess of $1 million.
Is self-motivated, highly organized, and detail-oriented.
Is able to leverage technology and critical thinking to solve complex accounting issues and to improve processes.
Has experience with financial and accounting software.
Has knowledge of the state's financial and budgetary processes.
Has excellent written and verbal communication skills, including business writing.
Has experience designing and implementing strong internal controls.
Has experience with information systems and data analysis, including strong Excel skills.
Has experience developing or modifying rules, policies, or accounting standards.
Has the ability to plan, organize, and prioritize tasks to meet deadlines.
Is Customer Service-oriented.
Preference may be given to:
Current employees of the State of Utah.
Those that have direct experience with the State of Utah government accounting system FINET and extracting data from the FINET database.
