The Office of Substance Abuse & Mental Health is looking to fill a State Opioid Response (SOR) Program Administrator I to administer programs and initiatives designed to reduce opioid misuse and provide monitoring of evidence-based programing for individuals with opioid use disorder. The Program Administrator I in this position will preferably hold a master's degree in social or behavioral science, public administration, business, or related field of study and have leadership and collaborative expertise encompassed with a dedicated passion to promote hope, health, and healing by reducing the impact of substance abuse and mental illness. This is a Schedule TL (Time Limited) position in the Office of Substance Abuse and Mental Health (OSAMH), full-time, with benefits. Principal DutiesThe Program Administrator I works under the direction of the SOR Program Administrator II to plan, contract, direct, and evaluate programs administered by community partners. They assist in the budgeting process, and implement program strategies and evaluate program effectiveness. They may conduct training, collaborate on needs assessments and recommend training programs; and manage one or more statewide or agency-wide program(s), determine program goals and objectives and/or chair committees established to support the program. They facilitate the use of research data to improve existing programs and utilization of resources. To achieve awareness and reduce the impact of Opioid Use Disorders (OUD) in our communities they also perform the following tasks: Coordinating program activities, services, and/or program implementation with private providers, other governmental entities, program users, etc.Representing the agency with federal, state, and local government units, in the media, or with private organizations.Developing plan to allocate and contract grant resources.Negotiating scope of work with contracted providers. Monitoring agency or program budget including revenues, expenditures and budget projection, etc.Developing, directing, and/or evaluating programs.Developing performance metrics and data requirements for contracted providersPreparing reports for Legislature and Federal government that demonstrate outcomes.Developing training for community partners. Other tasks as assigned.Ideal CandidateThe model candidate for this position: Is adept at interacting professionally with all levels of management, and dealing with people in a manner which shows sensitivity, tact, and professionalism.Is well-versed in evidence-based practices and substance use disorder services.Has experience with contracts and budgeting.Has extensive knowledge of Medication Assisted Treatment (MAT), behavioral health, primary health, and integrated systems.PreferencesPreference may be given to candidates who: Hold a master's degree or higher in social science, behavioral science, public administration, business, or related field of studyHave more than five years of professional work experience in youth and adult co-occurring substance use disorder and mental health disordersNote: as of July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date. Travel required; you may be required to travel and monitor mental health authorities throughout the state. If you use your personal vehicle to perform the duties of this position, approved mileage is reimbursable through State Finance.Only applicants invited to interview will be notified.Physical Requirements Typically, you will sit comfortably to perform the work; however, you may do some walking; standing; bending; carry light items; or drive an automobile, etc.Working Conditions You will be exposed to risks found in the typical office setting, which is adequately lighted, heated, and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
