The Department of Vermont Health Access (DVHA)'s Health Access Eligibility & Enrollment Unit (HAEEU) is seeking a qualified individual to join their dynamic team. The Health Care Assistant Administrator II position has the following responsibilities:

The Health Care Assistant Administrator II is responsible for professional level work as a subject matter expert (SME) in Qualified Health Plan (QHP) program administration on the Assistant Operations (AOPS) Team. They will be responsible for interpreting rules and procedures for QHP eligibility. They will advise Department staff on complex eligibility issues through research, analysis and interpretation of rules and precedent. They will identify and rectify rule and procedural deficiencies. They will communicate and interpret rule and/or procedural revisions to Department staff. They will pursue enhancements and remedies to the IT system(s). They will collaborate on QHP-related external communications, including customer noticing. They will research complex cases, consumer complaints, and program inquiries. They will assist with external audits as needed. They will participate in special projects and assignments needed to support the QHP program, including the annual open enrollment process. The ability to work both independently and as a member of a team is a must. This position works collaboratively with other teams both inside and outside of HAEEU. This position also requires excellent communication skills, including verbal and written, and the ability to make sound decisions. This position acts as a mentor to the QHP Support position.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. Environmental Factors
Duties are performed primarily in a standard office setting. A valid drivers' license is required and private means of transportation could be needed if a fleet vehicle is unavailable. Conflicting opinions on operational problems may be anticipated. Multiple competing priorities and tight deadlines are a frequent occurrence.
Minimum Qualifications
Master's degree AND one (1) or more years of experience at or above a technical level in a human services program, INCLUDING one (1) year or more working with the health care programs administered by the State of Vermont.

OR

Bachelor's degree AND three (3) or more years of experience at or above a technical level in a human services program, INCLUDING one (1) year or more working with the health care programs administered by the State of Vermont.

OR

Associate's degree (or two (2) years of full-time college coursework) AND five (5) or more years of experience at or above a technical level in a human services program, INCLUDING one (1) year or more working with the health care programs administered by the State of Vermont.

OR

High School diploma or equivalent AND seven (7) or more years of experience at or above a technical level in a human services program, INCLUDING one (1) year or more working with the health care programs administered by the State of Vermont.
