Overview

The Vermont Department of Health (VDH) is excited to hire a Public Health Analyst III (PHA III) in the Research Epidemiology and Evaluation Unit (REE) of the Division of Health Statistics and Informatics (HSI). This position combines team lead supervisory activities and public health analysis. This analyst is the team lead for chronic disease and tobacco control surveillance in HSI and provides analytic support to Health Promotion and Disease Prevention Programs (HPDP), such as the Tobacco Control Program. This position will oversee required reporting for grants, public reports for chronic disease surveillance and oversight of analytic projects completed by the HSI-HPDP analytic team.


This position provides statistical analysis and reporting of data related to tobacco use and cessation and oversees the Vermont Adult Tobacco Survey. This requires working knowledge of statistical software as well as data collection, management, analysis, and visualization. The PHA III works in partnership with HPDP programs to determine, manage, and prioritize analytic and evaluation needs. This position will consult on evaluation plans related to chronic disease as requested. The PHA III will also respond to and triage data requests and develop data presentations for stakeholders. The PHA III will work with key partners in VDH, including HPDP, and stakeholders in other state departments and agencies. This position will perform related duties as required. It is a supervisory position responsible for supervising analysts on the HPDP analytic team within HSI-REE.


Applicants should have a strong interest in improving data quality and producing accessible data reports. They should be motivated to become the Department's subject matter expert in chronic disease and tobacco data and creatively use the data sources available to understand populations at high risk. All analysts are expected to work on multiple teams, including the HSI-REE Unit, the HPDP Analytic team, and special topic workgroups. Expertise in Microsoft Office and statistical analysis software (SAS, SPSS, Stata, or R) is required. Experience with Microsoft PowerBI is desired but not required. AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. Environmental Factors

Duties are performed primarily in a standard office setting. Meetings with data users and providers may require some travel, for which private means of transportation must be available. Some work outside of normal office hours may be required.

Minimum Qualifications

Master's degree or higher in biostatistics, epidemiology, public health or a social sciences discipline, including 6 credits in statistics at the graduate level AND two (2) years or more of professional level work in research, statistics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.

OR

Bachelor's degree in statistics, a health-related or social sciences discipline, including 12 college credits in statistics, research or computer sciences, and 6 of these credits must be in statistics AND six (6) years or more of professional level work in research, statistics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.

Preferred Qualifications

Experience in public health or a health-related field.

Master's Degree in Public Health, Statistics, or other social science discipline, and at least six credits in statistics. Also, a minimum of two years of experience in a health-related field or other professional setting that applied data analysis, reporting and evaluation. Preference will be given to candidates who possess:

Quantitative analysis skills and experience with statistical software (SPSS, SAS, Stata or R);

Experience with state-level, population-based health surveillance; program evaluation and development of outcome measures;

Experience designing and implementing quantitative and qualitative research studies;

Understanding of program evaluation;

Knowledge of quality improvement principles and practices;

Ability to demonstrate competence in analyzing and solving complex and difficult problems;

Excellent communication skills; including competence in explaining statistical data;

Ability to apply a culturally competent lens in the design, collection and analysis of data;

Flexibility and adaptation in working with different teams and managing many different projects at once;

Ability to integrate into multidisciplinary teams effectively;

Experience with supervision of analytic staff;

Effective project management skills including defining scope of work and meeting deadlines;

Effective data visualization and reporting skills.
