ASSISTANT REGIONAL HABITAT PROGRAM MANAGER (ARHPM)
ENVIRONMENTAL PLANNER 4

Ridgefield, Washington – Clark County

The Assistant Regional Habitat Program Manager (ARHPM) oversees a team of professional Habitat Biologists , guiding them to collaborate with various stakeholders to influence decisions regarding fish and wildlife habitat conservation. Emphasizing open collaboration and customer service, the ARHPM ensures that their team's efforts contribute to positive impacts on habitat conservation and management across multiple jurisdictions.

Additionally, the ARHPM implements policies and initiatives related to Forest Practices, Land Use Planning, Restoration (Salmon Recovery), Energy/Major Projects, and Hydraulic Projects within their supervised District(s). Acting as the primary liaison for their Program at the district level, they forge partnerships with federal, state, local, and Tribal entities to ensure the successful development and execution of these policies and initiatives. The ARHPM collaborates closely with the Regional Habitat Program Manager and district teams to devise comprehensive strategies for policy implementation, ensuring alignment with Program and Agency directives.

Duties

Some of the roles you will assume:

District Policy Lead and Liaison:
  • Assist Regional Habitat Program Manager implementing new policies, new direction of existing policies and significant initiatives.
  • Work within the Mid-Management Team (MMT) or other identified entity to develop and maintain a consistent state-wide approach to new policies, new direction on existing policies and significant initiatives.
  • Serve as Liaison and Policy Lead within the District(s) for projects/issues/processes that are impacted by new or redirected policies or significant initiatives.
  • As District Policy lead contribute new ideas to improve implementation of existing policies.
  • Communicate and/or present strategic analysis information to the RHPM for coordination with Senior Management.
Supervisor:
  • Provides guidance, direction and information to staff regarding Program/Agency policies, procedures and directions in a clear and timely manner.
  • Works with staff to develop strategic approach to accomplishing goals, addressing issues, and successfully implementing assignments.
  • In collaboration with Division staff develops and provides training for regionally based professional staff.
  • Provides mentoring to staff to promote and support professional development
  • Works with individual staff and the regional team to provide guidance and direction regarding workload control and prioritization.
Strategic Thinker:
  • Position actively engages with the MMT to develop short-term and long-term strategic ideas.
  • Position works with RHPM and other ARHPM’s in region to develop and bring regional perspective to Program/Agency strategic planning.
  • The ARHPM is responsible for the implementation of appropriate aspects of the strategic plan within the district that they supervise.
  • The ARHPM, with RHPM, is responsible for communicating and encouraging support for the strategic direction identified by the Program and/or Agency in the District.


WORKING CONDITIONS:

Work Setting, including hazards:
  • Work is performed in an office and outdoor environment.
  • Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time.
  • Fieldwork requires the operation of a GPS, clinometer, and digital camera.
  • Employee will drive a vehicle to conduct field review of project sites.
  • Work performed in remote forested and aquatic environments, conducting fish surveys and other related tasks.
  • Hiking over rough terrain for short distances (? 1 mile) regularly or occasionally over long distances (several miles).
  • Must be able to negotiate water in emergency situations.

Schedule:

  • Monday thru Friday 8:00 AM – 5:00 PM. Although schedule varies with work seasonally and travel requirements.
  • Occasional evening meetings are required.
  • Incumbent may work a flexible work schedule subject to supervisory approval

Travel Requirements:

  • In the field 25% doing ride-alongs, field work, or traveling to meetings throughout the state.
  • Periods of overnight travel may be required, and work hours may exceed the standard work day.

Tools and Equipment:

  • Electroshocking equipment, boots, GPS, clinometer, digital camera, state-assigned work vehicle.

Customer Interactions:

  • Agency staff, other government agencies, tribal, private stakeholders, and general public.

Qualifications

REQUIRED QUALIFICATIONS:

A Bachelor’s degree in fisheries, wildlife management, natural resource science, or environmental science.

AND

Five (5) years of professional experience in one (1) or more of the following:

  • Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
  • A Master’s degree in the applicable science will substitute for one year of required experience.
  • A Ph.D. in the applicable science will substitute for two years of the required experience.

Certifications/Licenses:

Valid Driver’s License

PREFERRED QUALIFICATIONS:

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • A master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field
  • Three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
  • One (1) year of experience as an Environmental Planner 3 or similarly allied position.
