This posting is for a full-time project Community Outreach and Environmental Educational Specialist 3 which has an anticipated end date of June 30, 2025, depending on additional funding availability may be extended through June 30, 2027. As a result, this position is not eligible for a Department of Retirement Services benefit for the duration of the placement. At the Environmental Public Health (EPH) Division, we firmly believe that healthy places lead to healthy people. Our mission is to enhance the well-being of Washington State residents by mitigating environmental health hazards and promoting healthy living environments. Within this framework, the Office of Drinking Water (ODW) is dedicated to safeguarding public health by ensuring access to safe and reliable drinking water for all.

We are seeking a dynamic individual to join our team as a Senior Community Engagement Specialist. In this project-based position, you will play a vital role in implementing the Lower Yakima Valley Groundwater Implementation Plan and Nitrate Hazardous Mitigation Plan. Your primary responsibility will be to develop and execute a comprehensive community engagement strategy aimed at involving residents impacted by nitrate contamination in the Lower Yakima Valley and neighboring communities.

Some of the work this position will be doing:
  • Collaborating with community advocates and residents to create a tailored community engagement plan focused on addressing water quality concerns.
  • Providing educational opportunities through various channels such as presentations, workshops, and web content.
  • Utilizing facilitation skills to foster productive relationships and ensure community involvement in mitigation efforts.
  • Conducting evaluations and gathering feedback to continuously improve outreach initiatives.
  • Identifying and addressing barriers to accessing water quality information and services.
  • Developing and disseminating outreach materials tailored to diverse audiences, including historically underserved communities.
  • Coordinating and facilitating public outreach events in partnership with local organizations and agencies.

Work Setting
The duty station for this position is in Richland, WA. Telework (mobile work) is currently encouraged; however, routine in-person work will be expected in both Yakima and Benton Counties. We anticipate the incumbent will have weekly in-person work throughout the area.

Required Qualifications
Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

Option 1:
Four (4) or more years of experience working in the field of community engagement, health education, environmental health, or public health in one (1) or more of the following areas:
  • Environmental analysis
  • Environmental planning
  • Environmental or health education
  • Community outreach, or
  • Communications activities
OR

Option 2:
A Bachelor’s degree or higher involving a major study in environmental, physical, or natural science, education, communications or a closely related field AND two (2) or more years of demonstrated experience in one (1) or more of the following areas:
  • Environmental analysis
  • Environmental planning
  • Environmental or health education
  • Community outreach, or
  • Communications activities
AND (both options must include)

One (1) year of experience using Office 365 or similar, including Word, Excel, Teams, SharePoint, and PowerPoint.

Desired Qualifications
  • Bilingual in English and Spanish
  • Lived or professional experience addressing environmental injustice and working with communities of color, indigenous people, or low-income populations on environmental and social justice issues.
  • Strong written, verbal, and listening communication skills to effectively and respectfully work with a diversity of audiences and situations.
  • An understanding of environmental justice research, demographic data, and equity-focused assessments.
  • Knowledge and practice of collaborative problem-solving, conflict resolution, and participatory planning.
  • Understanding and confidence in discussing environmental and social justice, racism, and social and economic inequalities.
  • Experience with website and social media content development.
  • Experience with Publisher and Visio.

Conditions of Employment/Working Conditions
