These three full-time permanent Division Finance Lead - Management Analyst 5 (MA5) positions report to the Finance Manager for specific divisions and programs and require strategic expertise. It involves researching, analyzing, and offering recommendations on intricate and often unprecedented issues. These matters have a substantial scope and significant implications on the budget or policy within those divisions or programs.

Health Systems Quality Assurance (HASQA)This MA5 provides financial guidance, coordination, and technical support to enable the division to provide access to safe and quality healthcare and emergency medical services, develop health systems, and improve patient safety.

Prevention and Community Health (PCH) – This MA5 provides financial guidance, coordination, and technical support to enable the division to collaborate with partners and participants to enhance the health of individuals, families, and communities. The division works to prevent disease and promote a healthy start, healthy choices, and access to services for all.

Environmental Public Health (EHP) – This MA5 provides financial guidance, coordination, and technical support to enable the division to work with local governments and other agencies in the areas of safe drinking water, food safety, shellfish protection, radiation safety, wastewater management, pesticide exposures, vector-borne disease, general environmental health and safety issues, and health risk assessments.

The duty station for these positions is in Tumwater, WA. Telework (mobile work) is currently expected. Required in-office work is rare and would be scheduled in advance.

Required Qualifications
Experience defined below may have been gained through paid or unpaid activities and may be earned concurrently. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

Option 1:
Bachelor’s degree in accounting, finance, business, public administration, or related field AND two (2) or more years of experience providing financial management experience preparing, supporting, and or managing budgets, providing analysis, problem-solving, critical thinking and have demonstrated ability to create and communicate to appropriate audiences.

Option 2:
Associate degree in accounting, finance, business, public administration, or related field AND three (3) or more years of experience providing financial management experience preparing, supporting, and or managing budgets, providing analysis, problem-solving, critical thinking, and have demonstrated ability to create and communicate to appropriate audiences.

Option 3:
Five (5) or more years of experience providing financial management experience preparing, supporting, and or managing budgets, providing analysis, problem-solving, and critical thinking, and demonstrating ability to create and communicate to appropriate audiences.

AND

All options will include experience in the following computer proficiencies:
  • Microsoft Excel – to develop and manipulate complex spreadsheets with macros, multiple math functions, advanced filters, and links to external sources of information. Create custom toolbars and chart types, pivot tables, import data from other sources, filter lists, and use data analysis tools.
  • Microsoft Word – to create, format, and edit tables, charts and graphs; insert and format sections, create headers and footers, and work with pictures and draw objects.
  • Microsoft PowerPoint – to create, format and edit presentations; insert and format slides, create linked charts and graphs and work with pictures and objects.
Desired Qualifications
  • Experience leading, training or guiding one or more staff in the performance of financial or accounting functions and activities.
  • Two years of experience with the state fiscal and legislative processes, including experience in State or government budget development and fiscal monitoring concepts and processes for both operating and capital.
  • Experience with Generally Accepted Accounting Principles (GAAP) in applying these principles to revenue and expenditure analysis.
