The Center for Facilities, Risk and Adjudication (CFRA) provides leadership and support to the agency in the areas of adjudicative services, enterprise risk management, and facilities. Specifically, this division’s mission provides services to agency internal and external partners and the public by proactively identifying and mitigating risk, ensuring due process and consistent application of the law in adjudicative proceedings, and providing facilities that allow employees to do their best work in a safe environment. The Office of Enterprise Risk Management (OERM), where this position is located, is one of three offices within the Center for Facilities, Risk and Adjudication. OERM is responsible for identifying and managing those events or outcomes that could prevent the agency from meeting its strategic goals. The OERM includes the agency’s privacy office, information governance office, external audit and internal control functions, public disclosure office, and enterprise risk management functions.
The Privacy Protection and Response Coordinator is a member of the Privacy Office. This position reports directly to DOH’s Chief Privacy Officer who is responsible for privacy staff and privacy activities agency-wide, including the development and administration privacy and compliance strategies, data sharing, and privacy requirements, standards, policies, and procedures governing the release and protection of personal and confidential information. The Privacy Protection and Response Coordinator provides expert advice and consultation to the Chief Privacy Officer, CFRA leadership, internal divisions, and outside organizations on issues related to privacy protection, privacy mitigation strategies, and privacy incident response.
Some of the work this position will be doing:
Policy Analysis and Development:

Research and recommend privacy policies, laws, and rules.

Develop and implement agency-wide privacy protocols.
Coordination and Compliance:
-
Coordinate with internal teams and state offices for privacy assessments.

Ensure compliance with state policies and track assessment completion.
Training and Oversight:
-
Conduct staff training on privacy protection.
-
Monitor and verify compliance with training requirements.
Data Systems Assessment:

Collaborate with IT to assess data systems and processes.

Document and classify data for regulatory compliance.
Privacy Mitigation and Consultation:
-
Identify privacy risks and implement mitigation strategies.

Provide expert consultation to internal and external stakeholders.
Work Setting
The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. Reporting to the Tumwater duty station is rare and infrequent (up to one day per quarter) and would be scheduled in advance.

Required Qualifications

Option 1: Bachelor’s degree in the area of business administration, public administration, law, public health, health administration or a related field AND four (4) years or more of demonstrated experience in two or more of the following areas:-
conducting research

leading business projects
-
managing business operations
-
business policy development
-
supervising
Option 2: 8 or more years’ experience working on public health, data, privacy, and confidentiality issues, to include four (4) years or more of demonstrated experience in two or more of the following areas:-

analyzing policies, laws, rules, or regulations

conducting business analysis and developing requirements

leading business projects
-
managing business operations
-
business policy development
-
supervising
Both options must include experience in the following:

Mastery of computer software applications to track projects, revise policies and procedures, and train staff, including Word, Excel, PowerPoint, Visio

Working with diverse groups of people and working collaboratively with others.

Problem-solving, prioritizing workloads, meeting due dates, and providing independent strategic direction/decision making.

Competently presenting complex legal issues and strategies.
Desired Qualifications

Familiarity with the legal, ethical, and cultural aspects of data governance for indigenous peoples.

Demonstrated experience in cultural competency: Interacts with diverse customers and partners demonstrating cultural, ethnic, and gender sensitivity and competence.

Demonstrated experience in quality improvement: Applies quality improvement tools to improve efficiency, accuracy, and overall quality.

Demonstrated experience in strategic thinking: Analyzes problems and judges best solutions or actions to resolve issues. Assigns, prioritizes, coordinates, and evaluates work production to meet established guidelines.

Demonstrated knowledge of state and federal health care statutes, regulations, and policies related to privacy and confidentiality.

Experience with contract or service level agreements, data sharing principles and business associate agreement requirements.
