The Division:
The Information Technology Division (ITD) is an internal service organization responsible for providing information technology products and services in support of the Department of Labor & Industries (L&I) agency’s business priorities so that L&I can keep Washington Safe and Working.

The Program
The IT Project Management Office is one of six programs in the Strategic Investments Office (SIO) within the Information Technology (IT) division, The SIO builds better capabilities to plan, resource and execute high-value and time-sensitive technology investments. The office aligns technology with customer needs by delivering the agency’s highest priority IT investments.

The Role
The IT Project Management Office, Manager is a critical IT Leader responsible for a large enterprise IT project portfolio for the state of Washington. Multi-million dollar IT projects are managed and executed each biennium with different funding sources. This role influence decisions through planning efforts and bring visibility to competing priorities across the agency. This position oversees and participates in the development of technology solutions, especially implementation of major new applications, upgrades, or IT changes. The IT PMO implements and promotes IT best practices, and this position is key in providing solutions that support the Agency’s services to citizens and businesses within Washington State. This position collaborates with others in the SIO, within Information Technology groups, with Agency business stakeholders, and external parties, to provide high value products in support of L&I goals.

Duties

Some of what you will be doing:


  • Tactical and Strategic Leadership, including:
    • Actively participates in the tactical and strategic planning for the IT Division.
    • Independently makes informed decisions regarding project management staffing needs leveraging knowledge around strategic initiative and the IT roadmap planning.
    • Serve as a member of the IT Leadership team.
    • Acts in behalf of the SIO Director when called upon for the agency-wide OLT (Operational Leadership Team), providing valuable perspective around decisions related to agency strategic themes.
  • IT Project Portfolio Management, including:
    • Develop and maintain IT’s project portfolio.
    • Provides visibility to the OCIO, External QA and other entities.
    • Understanding IT Infrastructure.
    • Facilitate the IT project intake process.
    • Collaborate with IT Managers to develop a queue of approved, prioritized IT projects.
    • Synthesize project level data received from project managers into metrics.
    • Coordinate with SIO and IT management, to continuously evaluate portfolio priorities.
    • Identify and track project interdependencies to facilitate cross project planning, identification of project interdependencies, risks, and issues.
    • Devise and implement processes to accurately capture staff resource usage.
    • Counsel project managers in identifying resource capacity needs at project initiation.
    • Facilitate resource capacity planning efforts.
    • Sets priorities for tactical and operational priorities.
  • IT Program Management, including:
    • Applies technical business knowledge to oversee development and maintenance of mission-critical information systems.
    • Development and management of resource/capacity planning.
    • Assess and ensure that project are evaluated and accepted based on their fitness of alignment with the IT Strategic plan, mission of the agency or strategic objectives of business.
    • Independently manages high-risk, high-profile program and agency-level initiatives that affect significant IT resources
    • Utilizes technical skills and business knowledge to provide consulting services to senior business managers, IT managers and/or executive management on cost, impact, planning, design, and implementation
    • Manage the intake of project request and program resource requests.
    • Approve communications to keep the stakeholders informed on critical changes.
    • Develops and presents progress reports to executive leadership.
    • Sets priorities for individual’s strategic goals and serves as technical mentor and coaching.
  • IT Project Execution, Monitoring, and Controlling Processes, including:
    • Execution phase through Monitoring/Controlling phase of new technology implementations or modification to existing technology.
    • Direct and manage IT Project work.
    • Perform integrated change control.
    • Prioritizing: Responsible for balancing competing demands and priorities for resources.
    • Manage stakeholder engagement.
    • Acquire, develop, and manage the IT Project team(s).
    • Conduct procurements and Manage contracts.
    • Works with business and product owners.
    • Manages the work of an IT technical team to include project backlogs.
    • Quality Assurance: Responsible for applying quality management techniques to ensure that products meet all customer requirements and expectations.
    • Policy: Responsible for identifying technical solutions as a result of new agency or state policies.
    • Establishes and manages reviews.
    • Directs the development of IT requirements for data base management, system development and implementation of development efforts.
    • Directs complex, multi-division hardware and software installation and development efforts.
    • Coordinate load / performance testing.

Qualifications

Required


  • Bachelor’s degree in Computer Science, Information Technology, Business Management or related field and 8 years of IT experience with emphasis in Project Management
OR
  • Associate’s degree with a focus in Information Technology or related field and 10 years of IT experience with emphasis in Project Management
OR
  • 12 years of IT experience with emphasis in Project Management

  • Relevant IT experience includes but is not limited to:

IT project management, analyzing, designing, configuring, implementing, maintaining or programming computer software applications/databases, and must have experience and knowledge of the following standards and technologies: IT Security, IT Policy and Planning; Networks; Systems Analysis; Software Development Lifecycle; Release Management; Configuration Management; Systems and Database Administration, or IT Architecture.

Above experience must include:
  • Five years’ experience at enterprise level, involved in strategic planning, IT portfolio management, policy development and technical project management to include implementation of software development projects.
  • Five years of supervising teams of IT Project Managers, Systems Analysts, Software Developers, IT Operations Engineers, or other IT teams.
  • Five years of experience practicing project management within an IT PMO utilizing technical project management methodology and practices in application development or other areas of IT (Maintenance and Operations/Shared Services, etc.)
Desired
  • MBA/MS in Information Technology, Business Administration, Public Administration or related degree.
  • Extensive experience with management of large technology procurements in Washington State government.
  • Project Management Professional PMI certification.
  • Government operation and authorizing environment in which the department operates.
