This position manages the region’s recreation and natural areas programs. Trust lands are managed for a number of public benefits, including recreation and public access by the citizens of Washington. The region’s recreation program provides on-the-ground operational management that is a key role in the DNR’s ability to provide safe, sustainable, and enjoyable recreation opportunities that are compatible with other trust asset management objectives. Natural Areas are managed for a number of public benefits, with the primary benefit being the conservation of lands to protect Washington’s unique natural heritage. The region’s natural areas program provides the operational management that plays a key role in the DNR’s ability to protect rare and threatened species and communities, as well as protecting high quality examples of native ecosystems.

Duties

Responsibilities:
This position is responsible for oversight of the field operations and day-to-day management of the Olympic Region Recreation and Natural Areas programs. Duties and tasks include, but are not limited to:

  • Interprets and ensures compliance with agency policies, procedures, and guidelines, as well as the laws set forth in WACs and RCWs
  • Plans, organizes, and leads staff in accomplishing program deliverables, including the management of the region recreation and natural areas programs.
  • Supervises up to 8 employees in the district.
  • Monitors budget expenditures for programs as needed and adjusts budgeted resources for program implementation.
  • Works collaboratively and builds partnerships with stakeholder groups and the general public.
  • Works collaboratively with the region management, region staff, and division program managers to ensure program deliverables are met.
  • Assures a commitment to safe work practices are understood and followed. Enforces safety guidelines as well as L&I and OSHA rules related to employee activities in the workplace. Further, encourage proactive safety culture within district to assure safety is priority and all staff feel empowered to highlight safety concerns or ideas.
  • Responsible for the management of 13 recreation sites and approximately 42 miles of trails in 3 counties within the Olympic Region.
  • Plays a key role in developing region short- and long-term planning, region program guidance, and priorities for maintenance and operations.
  • Oversees the volunteer program.
  • Communicates and coordinates program management with stakeholders such as user groups, volunteers, adjacent landowners, other government entities, and State Lands staff.
  • Serves as a liaison with division staff.
  • Plans and conducts public meetings concerning public use and stewardship in the region.
  • Determines what grants will be pursued and supervises the preparation and delivery of grant presentations.
  • Manages the Recreation and Natural Areas budgets.
  • Builds and enhances partnerships that will assist in the coordination of acquiring materials and equipment and completing recreation construction projects.
  • Coordinates all new recreation construction site plans or major changes in recreation plans with the appropriate State Land Managers
  • Coordinates and communicates program impacts and opportunities with other region programs, such as state land management.
  • Oversees management of 10 NRCA's and NAP's, containing approximately 9333 acres of natural areas. Works with the Natural Area Manager in developing management plans for the region's Natural Areas
  • Serves as the region liaison with division for NAP and NRCA area management.
  • Oversees the coordination of activities by volunteers and activities by maintenance crews, construction crews or other activities with the appropriate State Land Managers or adjacent landowners.
  • Keeps region management informed of conditions and/or issues within the natural areas.

Qualifications

Required Qualifications:

  • A bachelor’s degree in forest management, recreation, ecology or natural resource management or closely related field, AND 4 years of experience managing forest land and/or natural resource recreation with a demonstrated progression in leadership responsibilities.
    OR a combination of equivalent education and experience.
  • Managing personnel and experience directing the activities of a diverse, professional staff
  • Maintaining a safe working environment and ensuring all communications and actions promulgate safety.
  • Solid understanding of Trust Land management and principles, Habitat Conservation Plan, forest practice rules, Policy for Sustainable Forests, Sustainable Forestry Initiatives standards and trust management theory and principles.
  • Principles and practices of the forestry profession as applied to the Northwestern United States. This includes fundamentals of: Silviculture, Northwest tree species, markets and economics, cruising methods, timber sale design, SEPA, managing competing vegetation, reforestation, invasive species, recreation, multiple use, water quality, watershed management, planning and basic principles of wildlife and aquatic species management.

Special Requirements and Conditions of Employment:
  • Both indoors and outdoors work, with the majority in an office setting (70%). Ability to work on uneven terrain in all weather conditions.
  • Occasional travel statewide happens several times a year.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Desired Qualifications:
  • A master’s degree in forest management, recreation, ecology or natural resource management or a closely related field.
  • 8 years of professional level experience with demonstrated progression in leadership responsibilities in areas of land, resource, recreation, and personnel management.
  • 5 years of practical experience with the Department’s Habitat Conservation Plan.
  • Practical experience with agency policies, practices, procedures, and tasks.
  • Experience with the State of Washington Natural Heritage Plan
  • Experience tracking budgets, grants and/or funding.
  • Experience interacting effectively with diverse agency representatives and governmental entities or elected officials.
  • Competent with computer software, including word processing and spreadsheet; project planning and oversight; familiar with multiple forestry tools and systems, including equipment and applications that enhance field productivity (GPS, GIS, and modeling systems).
