The Department of Natural Resources (DNR) has an exciting opportunity within our South Puget Sound Region within our Spillman Fire Unit, supporting the DNR Mission, through fire suppression and fire regulation technician work. This position works closely with the Spillman Assistant Unit Manager as a project lead developing informal fire training and establishing work projects; conducting regulatory activities such as burn permit writing and site inspections, and fire tool inspections; and by providing fire leadership as a Single Resource Boss, or Incident Commander Type 5 or 4 (as qualified). Position may be asked to support formal training for DNR staff or Fire District personnel. This position is expected to become qualified as a INVF2.

Duties

Responsibilities:

  • Fire Regulation
    Responsible for review and approval of all burn permits for the assigned geographic area of the SPS Region to include full range of burn permit requests, those with more complexity, potential for escape, and smoke impact to communities.
  • Fire Suppression
    Protects human life and resources on Department protected lands to minimize resource loss and fire costs caused from wildland and urban interface fires, while ensuring firefighter and public safety.
  • Supervision
    Under the direction of the Unit Manager, will provide supervision for wildland engines in the work unit in the absence of the Assistant Unit Manager (if managing local fires, on assignments out-of-region, or on days off. Position may be responsible for supervising 5 wildland fire engine crews, consisting of 5 Exempt Engine Leaders and at least 10 Seasonal Firefighters for fire pre-suppression and suppression. An engine crew is made up of one exempt Engine Driver and up to 2-3 Forest Firefighters.
  • Fire Training
    Assists with fire training for region and district personnel and assists with the Washington State Interagency Fire Academies and other various Interagency/DNR trainings.
  • Fire Prevention
    Works collaboratively with region staff to implement the SPS Region’s fire prevention plan.
  • Performs other work as assigned

Qualifications

Required Qualifications:


  • Single Resource Boss NWCG qualifications of one of the following; Engine Boss, Crew Boss, Felling Boss, Heavy Equipment Boss, Helicopter Manager OR the ability to obtain one of the qualifications listed above within one calendar year of employment.
  • NWCG qualified as an Incident Commander Type 5.
  • Knowledge of and experience with firefighting techniques, practices, terminology, equipment and other resources for wildland fire management including support needs, communications, safety precautions.
  • Knowledge of wildland fire regulatory practices, burn permit process, and experience conducting Wildland Fire Origin and Cause Determination investigations.
  • Experience in supervising wildland firefighting personnel.
  • Experience with the use of MS Office software.
  • Demonstrated experience professionally communicating with a variety of groups to include subordinates, superiors, the public, and other partner organizations both written, verbal, and face to face, especially in stressful situations.
  • Demonstrated experience developing and maintaining cooperative, effective working relationships both internally and externally.

Special Requirements and Conditions of Employment:
  • Position’s assigned duty station is the Ramirez Building at Mission Creek in Belfair. A large majority (70%) of work is performed alone in isolated, unimproved natural areas. Incumbent must be able to traverse uneven terrain in all weather conditions.
  • Requires large majority (80%) of time in the field traveling alone between fires, work centers, and burn permit locations. This includes may include driving in icy and snow covered roads, during low visibility conditions and stormy weather.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
  • Must annually pass the work capacity test at the arduous level as required by NWCG.
  • Ability to obtain an NWCG qualification of Wildland Fire Investigator within 24 months of appointment to the position.
  • Activity working towards the NWCG qualification of Task Force Leader and Strike Team Leader.
  • 18 years of age and high school diploma or GED at time of hire.
Desired Qualifications:
  • A bachelor's or associate degree from an accredited institution in a Fire Science, Forestry, Natural Resource, or related field or two years of wildland fire fighting experience with one year experience supervising wildland firefighters.
  • Meeting NWCG qualifications as a Task Force Leader, Strike Team Leader and ICT 4.
  • Completed FEMA ICS courses I-100, I-200, IS-700, IS-800.
  • Skilled in supervision, leadership and management of people.
