We are looking for a Fiscal Analyst 5 to report to and serve as the principal advisor to the Behavioral Health Administration (BHA) Accounting Manager within Budget & Finance Division. • Provide senior level governmental accounting expertise and serve as the BHA Accounting & Cost Allocation expert in the Accounting Manager's absence
• Serve as the subject matter expert with Office of Financial Management (OFM) Cost Allocation System (CAS), DSHS Cost Allocation Plan (CAP), and BHA Public Assistance Cost Allocation Plan (PACAP)
• Ensure compliance with DSHS accounting standards, GAAP, State Administrative & Accounting Manual, OFM policies and procedures, and Federal Regulations
• Evaluate allotments versus expenditures to ensure the administration keeps within expenditure authority
• Evaluate expenditure liquidations for prior three-year to ensure it does not exceed fiscal year end accruals
• Assist contract managers and accounts payable staff with contracts

• Professionals with a bachelor's degree in business, public administration, accounting or related field, which includes 18 quarter or 12 semester hours in accounting or auditing and four years of relevant professional experience
• Or
• A combination of education and/or experience equaling eight years or more may substitute for a degree, but not the credits. The education must include a minimum of at least 18 quarter or 12 semester hours of college-level accounting or auditing.
