DSHS FFA Fiscal Analyst 5

We're looking for a Fiscal Analyst 5 to join the Facilities, Finance, and Analytics Administration (FFA) in Tacoma, WA. You will be the supervisor of the fiscal/accounting teams within the DSHS Regional Business Center (RBC) in Centralia. Serving as a primary financial advisor and the primary consultant to Regional Administrators on fiscal matters within the scope of the RBC.
Some of what you will do:
- Provide effective supervision, leadership, training, and direction to on-site local funds and warehouse staff
- Administering and overseeing consumable and non-consumable inventory at facilities supported by CBS3
- Ensures performance of reconciliations of local funds accounts at Maple Lane
- Responsible for ensuring all Maple Lane funds are handled properly and with established policies
- Assigns or performs periodic on-site review and cash counts for local funds
- Ensure an effective internal control environment in Local Funds and Warehouse to fulfill the fiduciary responsibility to the residents and taxpayers and assure compliance with applicable laws and policies
- Must be able to assimilate, interpret, and apply laws, administrative codes, contract provisions, rules, policies, and regulations as appropriate
- Tracks, monitors, evaluates, analyzes, and interprets State and Federal reports, statements, funds management, financial systems development, inventory accounting control and reconciliation, review and controls disbursements, reimbursements and deposits
- Review, approve and process monthly reconciliations for all Local Funds bank and P-Card accounts assigned to Maple Lane
- Obtain and review monthly financial reports to verify appropriate processing of Local Funds accounts and inventory transactions in AFRS or established state financial system
- Receive, examine, and provide appropriate recommendations for requested supplies, materials and equipment; verify specifications, quantities, and ensures requestor is utilizing appropriate contracts
- Maintain inventory levels on designated products by identifying products needed, determining appropriate source, deciding quantities required, and reviewing/approving local purchases requests before forwarding to procurement for order placement
- Ensure staff have all required safety and equipment certifications
- 20% Represent CBS3 in a professional manner when dealing with business partners
- Ensure annual consumable and asset inventories are accurate and timely
- Conduct inventory analysis after each inventory to improve processes and inventory

- Monitor and update consumable and ordering systems (ePMX) including but not limited to; converting description, commodity codes, and restrictions as products, codes and polices/procedures fluctuate
- Provide support and training to facility staff on warehousing and local funds processes and policies
Who should apply?
Degree preferred but not required.
Bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting
AND
Four to five years of relevant professional experience. Professional experience may substitute for education
OR
A Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental
OR
Financial Manager or Management Accountant can be substituted for professional experience
Preferred knowledge, skills, & abilities:
- Excellent leadership qualities and the ability to oversee, direct and audit the work of others
- Ability to manage multiple tasks and address shifting priorities to meet strict deadlines
- Ability to lead and motivate others to achieve team goals
- Excellent organizational and advanced written and verbal communication skills
- Ability to process large quantities of data with consistency, accuracy, and efficiency
