DSHS BHA IT Business Analyst - Journey

Department of Social and Health Services (DSHS) is looking for their newest IT Business Analyst on the Systems & Development team. This position will primarily support the Aging and Long-Term Support Administration (ALTSA) within the following business areas:

  • Facility Management Systems
  • Complaint Management Systems
  • Case Management Systems
Some of What You’ll Do
  • Increase your knowledge and awareness of ALTSA business processes.
  • Write/prepare and coordinate review of completed business requirements documents (BRDs)
  • Lead requirements gathering/elicitation sessions/workshops with business subject matter experts (SMEs) and application developers. Document decisions and action items.
  • Create and update work items using your excellent analysis, communication, and technical writing skills. Identify report owners, stakeholders, acceptance criteria, dependencies, and relationships between work items.
  • Test products against business-approved functional, non-functional, and requirements.
  • Other than facilitated sessions, decide the best approach(es) to conduct business analysis activities using BABOK (Business Analysis Body of Knowledge) techniques.
  • Perform basic data profiling using SQL.
  • Help maintain product backlog
What we’re looking for:
  • Strong analytical skills and systemic thinking, including data analysis skills.
  • Curiosity and a desire to learn and grow.
  • Resourcefulness: ability to cultivate a network of experts to research and resolve problems.
  • Intermediate to advanced-level technical writing and other communications skills.
  • Intermediate to advanced-level research skills.
  • Extensive experience with MS Office (especially Word and Excel), SharePoint, and Teams (or other virtual meeting software).
Who should apply:
Professionals with a bachelor’s degree or higher in information technology or a closely related field, or public administration, health care policy/economics, social work, sociology, or related field.
AND
A minimum three years of total information technology experience, such as business or systems analysis, project management, or software development.At least three years of targeted experience in requirements elicitation, documentation and other business analysis tasks and methodologies. Can be served simultaneously with three-year information technology requirement above.
OR
A master’s degree in one of the areas under “Education,” above, and a minimum three years professional experience planning, administering, or developing social, financial, or health services programs,
OR
A bachelor’s degree in one of the areas above and a minimum four years professional experience planning, administering, or developing social, financial, or health services programs. NOTE: Equivalent experience may substitute year-for-year for the education requirement.

Desired:
  • Knowledge of commonly-used IT systems in ALTSA and DDA, such as TIVA2, STARS, or CARE.
  • Knowledge of public social or health programs.
  • Experience in curating and refining product backlogs.
  • Experience using MS DevOps, Jira, or other software development/issue tracking tool.
  • Basic- to intermediate-level SQL writing or comprehension skills.
  • Proficiency creating flowcharts using Visio.
