The Opportunity
WSDOT is currently seeking a Property & Acquisition Specialist 6 (PAS6) to provide critical technical and supervisory expertise leading to project certification, which is a necessary antecedent for WSDOT to advertise its projects for bid. The PAS6 supervises, trains, and mentors the Property Management (PM) staff for the Olympic Region (OR) Real Estate Services (RES) office. This role is highly technical, requiring knowledge of Federal and State regulations and laws. The supervisor acts as the subject matter expert and is responsible for compliance to ensure federal funding for projects is not jeopardized. This position provides technical and policy recommendation to the Real Estate Service Manager (RESM) in areas such as budgeting, personnel, project assignment, demolition of improvements, and evaluation of employees.

What to Expect
Among the varied range of responsibilities held within this role, the Property Management Supervisor will:


  • Be responsible for all PM functions for the region and supervise staff tasked with the development, coordination, and monitoring of PM activities.
  • Assist with funding requests and budgeting, personnel assignments, workforce studies, property inspections, clean-up, inventory control, leasing, selling and associated duties.
  • Conduct project inspections, perform inventory audits, and create and maintain electronic files and contracting.
  • Plan, prioritize, assign, and review the work of assigned staff; coach and mentor employees; assess training needs; provide training and staff development; and provide feedback and guidance to staff.
  • Ensure proper application of all Collective Bargaining Agreements, and all federal and state employee/labor laws.
  • Advise the public and external stakeholders, such as local city and county agencies, regarding requests to lease and/or purchase WSDOT OR owned land.
  • Review, approve, and/or reject tax assessments placed against WSDOT property; instruct external stakeholders to remove tax assessments not appropriately charged to the state.

Work is performed primarily indoors in an office environment; required travel to and from inspection sites as needed. Exposure to hazards during inspections include exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment.

Qualifications
To be considered for this opportunity, one of the following are required:
  • Bachelor’s degree involving major study in business or public administration, real estate, economics, accounting, natural resource management, or related field; AND Three (3) of experience in real property appraising, property negotiations, public property management, or selling, leasing, or buying real estate.
OR
  • Associate degree in business or public administration, real estate, economics, accounting, natural resource management, or related field; AND Six (6) years of experience in real estate related fields (at least four (4) years in acquisition, relocation, and property management activities on public property or for a governmental agency).
OR
  • One (1) year of experience as a Property and Acquisition Specialist 5.
OR
  • One (1) year of experience as a Property and Acquisition Specialist 4 (or its equivalent) with a minimum of two (2) years of experience providing acquisition, relocation, and property management activities on a public property or for a governmental agency.
OR
  • Two (2) years of experience as a Property and Acquisition Specialist 3 (or its equivalent) with a minimum of two (2) years of experience providing acquisition, relocation, and property management activities on a public property or for a governmental agency.

In addition to the above, the following are also required:
  • Possession of an unrestricted valid driver’s license to legally operate vehicles in Washington State.
  • Possession of a Washington state Notary Public; or obtain within six (6) months of appointment.
  • Demonstrated leadership competencies to lead and supervise a diverse workforce; with across boundaries; build and maintain effective teams; coach, mentor, and train; and encourage employee engagement.
  • Proficient use of computers and computer software (including, but not limited to Microsoft Word, Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, FileMaker Pro, Adobe, web etc.)
  • Written, verbal, and presentation skills to communicate information effectively and professionally to a diverse audience, including those with non-technical backgrounds, both virtually and in-person, using a variety of electronic media, including, but not limited to telephones, email, text, video conferencing, and computer conferencing.

It is preferred that qualified candidates also have:
  • Knowledge of Federal regulations (49 CFR, Part 24), the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, Revised Code of Washington (RCW) and Washington Administrative Code (WAC) relating to acquisition and condemnation of real property and property rights, WSDOT Right of Way Manual.
  • Working knowledge of Real Estate Law, including title and eminent domain.
  • Knowledge of WSDOT applications (including, but not limited to ProjectWise, SR View, ECM, IRIS, etc.), WSDOT and local agency web sites.

  • The salary listed includes the legislative approved 7.5% assignment pay.
  • Travel is an expectation of the position and may be required on a regular, sporadic, or as needed basis. Travel is typically to perform project site visits for inspection.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements.
