Join our team as the Human Resource Consultant 2 at our Central Office in Olympia and take your personnel management skills to the next level!

This role enables human resources (HR) professionals the opportunity to exercise their broad-based professional HR experience while offering a training pathway to build upon HR fundamentals in State Service. Apply early, as we have only one (1) opening!

Please note:
Normal work hours are 8:00 a.m. to 4:30 p.m., Monday through Friday, with the option for a flexible work schedule.

This position provides the candidate with the opportunity to:

Option 1:
Be hired as a Human Resource Consultant 1 (HRC1)* with an in-training plan intended to promote to Human Resource Consultant 2 after six (6) months, contingent on mastering all core competencies at the HRC1 job class.

OR

Option 2:
Be hired in as a Human Resource Consultant 2 (HRC2) for candidates who meet all qualification requirements.

Salary Ranges Applicable to this Recruitment

HRC1:
*If hired as an HRC1, the salary range is $3,974 - $5,214 monthly for the first six (6) months. Incumbent will progress to the HRC2 salary range upon successful completion of all core competencies in the required timeframe.

HRC2:
**If hired as an HRC2, the salary range is $4,602 - $6,046 monthly.

  • This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step, in alignment with state HR compensation rules.

In addition, we provide critical community services through a variety of programs, and at our four State Veterans Homes located in Orting, Port Orchard, Spokane, and Walla Walla. These locations provide Medicare and Medicaid nursing home care to honorably discharged Veterans, including, in some instances, their spouses, widows, or Gold Star Families.


As the HRC2 for WDVA's Central Office, you will provide first-level professional HR consultation and advice while ensuring consistent practices in all HR offices across all WDVA facilities. Our ideal candidate has a natural ability to establish trust and credibility with customers, coworkers, leaders, and other key stakeholders to ensure success in this role.


Expectations and timeframe.

Performance evaluations will include the following HR core competencies that the incumbent must master by the end of the training period:

If hired as an HRC1, incumbent must acquire proficiency in:
  • HRMS entries
  • FIle management
  • Personnel action paperwork
  • Onboarding and offboarding
  • PDP process
  • Review period tracking
  • Orca card process
  • Background check
  • Recruitment requests
If hired as an HRC2, incumbent must acquire proficiency in:
  • Data steward tasks
  • Organizational management
  • Protected leave management
  • Management consultation

Duties

Some of what you'll be doing in this position includes:


  • Maintaining personnel files, medical files, position files, background checks, and all other document repositories and filing systems critical to HR functions.
  • Receiving and reviewing submitted personnel action paperwork.
  • Archiving files as noted on the Washington Retention Schedule.
  • Drafting formal employee documentation and correspondence.
  • Processing all personnel actions and updates within HRMS.
  • Facilitating all HR onboarding functions.
  • Facilitating the Performance Development Plan (PDP) HR processes.
  • Monitoring review periods for employees.
  • Accurately maintaining confidential records and background checks; facilitating the background check process for assigned employees.
  • Facilitating recruitment requests.
  • Completing and returning Notice to Employer for Unemployment Compensation.
  • Performing file reviews for all inquiring agencies for recruitment purposes.
  • Receiving employment verifications and reviewing for next steps.
  • Updating employee information as received.
  • Providing HRMS quality assurance related to HRMS actions and HR records to find and fix errors. Researching, troubleshooting, and fixing unique HRMS situations.
  • Responding to inquiries from employees, managers, and members of the public.

Qualifications

HRC1 Required:

  • A bachelor’s degree with focus on business, HR, social or organizational behavioral sciences, or related field.
OR
  • Two (2) years of experience in an HR field with experience drafting professional correspondence and executing professional level procedures based on documented guidelines, RCWs, WACs, CBA, and agency policy.
Please Note: A combination of education and professional experience may be considered on a year-for-year basis. Professional experience must be relevant to the position.

Preferred/Desired:
  • One (1) year or more of experience using HRMS.
  • SPHR, SHRP P/SCP, or IMPA-HR certification.

HRC2 Required:
  • A bachelor’s degree with focus on business, HR, social or organizational behavioral sciences, or related field AND (2) years of professional-level HR experience including assessing and facilitating solutions for HR problems and issues.
Please Note: A combination of education and professional experience may be considered on a year-for-year basis. Professional experience must be relevant to the position.

Preferred/Desired:
  • Five (5) years of broad-based professional HR experience, to include at least four (4) or more of the following areas in an HR capacity (experience in the specified areas may be gained concurrently):
    • Interpretation and/or explanation of civil service rules and HR-related policies;
    • Corrective and disciplinary actions;
    • Classification;
    • Labor relations;
    • Developing or presenting training or orientation in HR-related topics;
    • Employee recruitment and selection;
    • Representing the agency in grievances or appeals;
    • Workers compensation; or
    • Consulting and advising management on HR issues.
  • One (1) year or more of experience using HRMS.
  • SPHR, SHRP P/SCP, or IMPA-HR certification.
