Under the direction of the Program Manager A / Security Guard 3 Shift Supervisor, provides protection and security as a member of a work unit providing coordinated 24/7 installation coverage.

Under the direction of the Security Guard 3 Shift Supervisor, provides protection and security as a member of a work unit providing coordinated 24/7 installation coverage.

Duties



  • Responsible for the safety of personnel entering the installation and all duties related to entry control for Camp Murray.
  • Patrols, inspects, and monitors building/grounds/installations; controls gate access; responds to incidents/calls; and provides other required duties to ensure the safety and security of Department property and personnel.
  • Supports Army National Guard, Air National Guard, and Emergency Management divisions with additional security requirements associated with emergency/disaster responses and related drills, exercises, special events, and training.
  • Gather information and develop accurate written incident/investigative statements, reports and follow up on security incidents.
Mental Demands:
  • Communicate with the public, other employees, and converse by radio and telephone as necessary to ensure quick response to security related situations.
  • Understand and follow applicable laws, regulations, and other standards to establish and/or maintain a safe work environment.
  • Handle highly stressful or adverse situations, make good decisions, work calmly and accurately, and help calm others.
  • Use of senses and reasoning to gather information and make independent determinations regarding ongoing security issues. This also involves the ability to think and respond appropriately when quick decisive action is required in emergency / stressful situations.
  • Read, understand, communicate and abide by applicable department policies / procedures, state / federal laws, ordinances, rules and regulations associated with assigned security duties.
  • Gather information, develop accurate written incident / investigative reports and follow up on security incidents. This includes the ability to interview, obtain and accurately document statements from victims, witnesses, suspects and/or confidential informers.
  • Use word processing software, such as Microsoft Word to create, format, edit, preview, print, and save documents.
  • Basic understanding of computer supported and automated security program operations.
  • Be proficient in computer supported and automated security program operations related to the ID programs.
  • Physically, mentally, and legally possess a weapon as part of their assigned job duties. This includes the ability to exercise sound / prudent judgment in potential use of force situations.
Physical Demands:
  • Routinely work a 40-hour week to provide ongoing customer and program support.
  • Obtain and maintain a basic first aid and CPR certification to ensure trained staff is available to respond to basic first aid until appropriate medical response arrives.
  • Screen incoming traffic to assess required authorization to access the installation. This includes reading license plates, verifying picture identification and observing occupants to detect actual or suspicious / dangerous actions, items or other violations that would ban entrance.
  • Must be able to discriminate between vivid red and green colors.
  • Hear accurately to decipher radio traffic, hear vehicle approaching, understand occupants' responses, detect warning sounds / alarms, ascertain sound direction, and recognize related danger.
  • Execute a full range of physical motions to successfully complete defensive tactics and rescue operations.
  • Walk or stand for long periods of time while working at the guard shack, directing traffic and/or doing searches of vehicles, buildings and large outdoor areas.
  • Work outside in all types of weather to provide required gate access control / staffing.
  • Manual Dexterity - Writing, light keyboarding, and use of a personal computer / software related to word processing and report writing.
  • May require periods of great physical effort in completing essential functions and / or responding to security issues.
Character
Security Guards are responsible for ensuring the safety and security of staff and Department facilities / assets by controlling and monitoring ingress and egress through the gates at Camp Murray and providing security for staff, contractors, and visitor. As such it is imperative that security guards have basic character traits of honesty, courtesy, tact, cooperation, professional appearance and bearing.

Qualifications



REQUIRED

High School Diploma or GED;

AND

Two years of experience in areas of work such as security guard, military, correctional officer, store investigator, police officer (military or civilian), police reserve officer or other law enforcement work.

AND

A valid license to drive in the State of Washington

Note: A certificate of successful completion of a basic law enforcement training program approved by the Washington Criminal Justice Training Commission; or a certificate of completion in a police or reserve police academy or military training program will substitute for one year of the two years of required experience.

  • Maintain a high level of professional appearance in personal hygiene and upkeep of uniform in accordance with WMD policies and procedures.
  • Maintain punctual and regular attendance at work to include flexibility to cover other shifts when necessary to maintain a safe and secure environment.
  • Work in collaborative and participatory manner with all members of the team, while participating in, offering suggestions and ideas, and problem solving with co-workers, supervisors, managers, and other agency staff.
  • Communicate in a professional, polite, and positive manner respecting the ideas and suggestions of others and ultimately following the direction determined most appropriate by supervisors and managers.
  • Work independently, manage priorities and embrace professional goals and training opportunities.
  • Maintain a customer focus and emphasis on teamwork to influence organizational change, facilitate agency-wide exchange of information / resources, create a proactive approach to problem solving, and support the overall accomplishment of the Department's Mission.

Compensation: Wage/salary will depend on qualifications or rules of promotion.

CONDITIONS OF EMPLOYMENT
If you are unwilling or unable to meet all of these requirements, you are not eligible to be considered for the Security Guard 2 position.

Background Check/Polygraph/Psychological Examination:
Must successfully complete a pre-employment personal history and background investigation, including a polygraph examination and potential psychological testing. These checks/tests are required due to the nature of security requirements of these jobs. Applicants are required to complete and sign a WMD Personal History Statement and a Waiver of Authority for Release of Information form. Candidates will not have access to any investigative materials and files.
Must be willing and able to participate in periodic background checks in accordance with department policy. Failure to successfully complete any required background check may be cause for termination.
Must report all arrests to appointing authority within 24 hours of prior to their scheduled work shift, whichever occurs first.

Background Investigation: Must successfully complete the appropriate background checks required for employment and to obtain/maintain a Department of Defense (DoD) Common Access Card (CAC) required to access DoD computer systems. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.

Defense Biometric Identification System (DBIDS): Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.

Drug and Alcohol Testing and Use:
Willing not to use or be in possession of illegal narcotics or controlled substances including marijuana while on or off duty. Note that the possession and use of marijuana is a misdemeanor under Federal Law.

Willing and able to be free from excessive alcohol consumption.

Willing and able to pass drug and alcohol testing requirements., including pre-employment, random and reasonable suspicion testing. Failure to successfully pass drug/alcohol testing is a cause for termination.

Medical Examination:
Willing and able to participate in and pass pre-employment medical examination and periodic medical examinations in accordance with program requirements.

Legally Carry A Firearm/Weapons Qualifications Training:
Must be willing and able to acquire and possess a firearm and ammunition, as well as, willing to carry and use the firearm in a safe and appropriate manner.

  • Responsible for maintaining the legal, physical and mental ability to possess a firearm while on duty.
  • Must successfully complete prescribed firearms qualifications training within the 6-month probationary or trial service period.
  • Must be willing and able to successfully complete mandatory follow-up training and annual weapons qualification requirements.
  • Willing and able to obtain/maintain a current American Red Cross Standard First Aid Certificate or equivalent.

Physical Abilities Test (PAT):
Must be willing and able to participate in and pass a pre-employment physical abilities standardized test and annual re-certification tests thereafter, in accordance with program requirements. The PAT events include completion of 19 push-ups in two minutes or under and completion of a 1.5 mile run in 17.3 minutes or under. There are no substitutions for either event.

Shift Work:
Position is subject to shift work and the incumbent must be willing and able to work nights, weekends, holidays, overtime and on a callback basis as required by program activities. Must also be willing and able to work beyond established core hours/days when necessary to accomplish program activities and requirements, including responding to emergency/security situations in a reasonable period of time.

Union Shop:
This position is covered by a union shop provision: Washington Public Employees Association.

Driver's License:
Must possess a valid license to drive in the State of Washington
Must meet the requirements of the REAL ID Act. This is required to obtain access to the Washington State Military Department installation and will be required upon hire.

Policies:
Must comply with Department policies and procedures governing workplace conduct.

Uniforms:
Must be willing to wear uniforms provided by the Washington Military Department.

Automated Security:
Willingness and ability to attend and meet the proficiencies requirements of related computer supported and automated security programs.

Military Security:
All employees must be willing to work in or around military facilities and programs.

Self-Assessment
Completion of a polygraph exam is part of the selection process. All applicants are encouraged to do a self-assessment of eligibility prior to completing their application requirements. Failure to meet the standards as listed below will disqualify an applicant for eligibility for this position and an application should not be submitted.

Drug possession beyond the following standards disqualifies you for eligibility for an armed security guard position with the WMD. "Possession" is defined as control, touching, holding, selling or trafficking (transportation for sale) of any illegal (non-prescribed) drug.

  • No possession of marijuana/hashish within the last three years. No possession of illegal drugs with ten years.
  • No possession of marijuana/hashish over fifteen times, regardless of time frame. No possession in the last three years.
  • No combined possession of non-prescribed stimulants (amphetamine/methamphetamine) over three times. Stimulants include speed, crack, Ritalin, crystal, ice, etc. No possession in the last ten years.
  • No injection of amphetamines, methamphetamines, cocaine, heroin, barbiturates, Valium or clandestine crank.
  • No possession of non-prescribed opiates or narcotics (heroin, morphine, etc.).
  • No possession of hallucinogenic drugs (LSD, PCP, hallucinogenic mushrooms, etc.) over three times. No possession in the last ten years.
  • No possession of cocaine over three times. No possession within the last ten years.
  • No selling, offering to sell or transporting for sale of any illegal drugs or narcotics regardless of time frame.
  • No possession of non-prescribed drugs while employed or after having been employed in a commissioned capacity by a law enforcement agency, regardless of time frame (including military position with law enforcement powers).
  • No possession of anabolic steroids within the last three years.
  • No felony convictions (convictions under the age 18 may be considered on a case-by-case basis).
  • No misdemeanor involving theft, crimes of violence, larceny, moral turpitude, sex offenses, or controlled substances (convictions under the age of twenty-one may be considered on a case-by-case basis).
  • No DUI, reckless driving or hit-and-run convictions within the last five years.
  • No domestic violence convictions regardless of time frame.
