Who We Are:

The Office of Minority and Women's Business Enterprises (OMWBE) is charged with designing programs to facilitate the maximum practicable opportunity for equitable participation by small diverse businesses in public works and goods and services with state agencies and educational institutions. Successful small businesses led by diverse individuals help make our economy and our families more resilient, strengthening our communities and improving the quality of life for all Washingtonians. OMWBE employs 52 full-time staff that deliver customer-focused, fair and consistent statewide, certification and compliance programs, supplier diversity programs, support service programs, and reduce barriers to diverse participation via programs like our access to an affordable capital program, the Linked Deposit program.

What You Will Be Doing:
As the Southwest Region Outreach Specialist, you'll play a vital role in advancing the mission of OMWBE by contributing to the Business Development program's objectives. Your primary focus will be on increasing the number of certified small businesses across Washington state and facilitating their engagement in government contracts. Through dedicated research and outreach initiatives, you'll help reduce barriers to participation and foster stronger connections within our communities. Your role will also involve nurturing relationships with small businesses, partners, and team members statewide, fostering a culture of collaboration and support. Emphasizing values such as diversity, equity, and inclusion, integrity, and excellence, you'll actively engage in activities such as active listening, humble inquiry, and respectful communication. In this role, you will make a meaningful impact and drive positive change in Washington's business landscape.

Duties

Some of the Duties Include:


  • Serve as the Southwest Region subject matter expert for increasing certified business participation in state contracts and enhancing OMWBE-certified businesses' capacity.
  • Travel across Washington to promote OMWBE certifications, supplier diversity, access to capital programs, and other initiatives reducing barriers to government contract participation for small firms.
  • Represent the agency at meetings, workshops, outreach events, and trade shows.
  • Analyze community data to better support small businesses and provide feedback to management.
  • Utilize expertise in certification processes, WACS, CFRS, and required documents to assist with inquiries, including complex ones, in a clear and concise manner.
  • Gather and utilize feedback from outreach events to enhance small business support, including application processes and agency assistance, and develop proficiency in explaining OMWBE services to the public through various communication channels.
  • Offer technical assistance to certified businesses.
  • Attend relevant trainings/workshops, which may involve creating materials and participating in process improvement workgroups.
  • Support the success of the business development unit and OMWBE through assigned duties.
  • Participate in agency-wide meetings, initiatives, committees, and may provide backup support for Linked Deposit program duties when necessary.

Qualifications

Required Qualifications:


  • Valid Washington State Driver's License.
  • Bachelor’s degree in business administration, public administration, law, or related field.
  • Three (3) years of professional experience interpreting, analyzing, and applying rules, policies, and/or regulations; writing, reviewing, editing investigative and/or data reports; and Communicating information to the public verbally and in writing.
  • One (1) year of experience providing assistance* to diverse communities.
  • One (1) year of customer service* experience.
  • Note: A combination of relevant education and/or experience totaling nine (9) years may substitute the above requirements, year-for-year.
The assistance* experience listed above must include providing targeted support with the intent of transferring skills and knowledge through written information, person-to-person exchanges, web-based curriculum, training, and webinars. It can take on multiple forms such as instruction, training, consulting, and transmission of working skills and knowledge.

The customer service* experience listed above must include communicating with people outside the organization, representing the organization to customers, the public, government, and other external sources, presenting information, providing documentation and technical assistance, and responding to customer inquiries via email or phone call.

Desired/Preferred Qualification:
  • Direct work experience interpreting, analyzing, and applying eligibility rules, policies, and regulations of government/public sector certification programs for minority, women and disadvantaged-owned small businesses.
  • Experience with investigation, owning and/or managing a business, or providing technical assistance or counseling to small businesses.
