Independently perform several complex, stand-alone, time sensitive financial duties that promote financial health, wellbeing, and have significant impact on WDFW Budgets. 

Assist in the oversight of the Accounts Receivable unit to assure the timely and accurate reconciliation and invoicing of assigned receivable contracts are in compliance.

In this lead position, you will serve as the primary assistant to the Accounts Receivable Manager. 

This is an opportunity to become our subject matter expert on grants as they relate to Accounts Receivable.

Here is what our Accounts Receivable Lead Fiscal Analyst will be doing, 

Serve as the Principal Assistant to Accounts Receivable Manager (Lead Fiscal Analyst):

  • Responsible for overseeing the preparation of monthly status reports and performance measures.
  • Aiding in overseeing and performing a variety of complex manual and automated fiscal tasks including reconciliations of agency subsidiary accounts that maintain the financial integrity of agency-wide core.
  • Tracks and monitors the preparation and submission of financial reports required by state and federal government agencies. 
  • Acts as financial system liaison between agency-wide users, and Office of Financial Management (OFM) for the financial integrity of accounts receivable processes and performance.
  • Establishes, integrates, and maintains accounting methods as new technology is implemented; review internal policy for compliance with OFM standards and procedures.  

Lead Fiscal Analyst Duties:

  • Monthly Reconcile Project Revenue & Expenditures and Reporting:
    1. Post accounting activity (invoice amounts, pending adjustments and corrections to general ledger).
    2. Revenue and expenditures must match, research discrepancies between reconciliation and contract ledgers.  (Federal Reconciliation & Aging Report).

Collaborate Agency Wide with Contractors, Agency Program Managers, Budget, and Contract Staff: 

  • Provide training and technical support for fiscal related activity and financial systems - resolving contract/grant discrepancies and/or errors.
  • Identify, communicate, and collaborate to gain resolution on contract issues such as overspent contracts, unallowable charges, and points of clarification needed.   

Contract Management:

  • Timely and accurate analytic review and reconciliation of expenditures against contract to ensure compliance.
  • Prepare accounting entries using journal voucher process which include accruals, error corrections, overspent contracts, and adjustments to balance out contracts. 

WORKING CONDITIONS:

  • Work Setting, including hazards: 
    1. Office setting, working on a computer at a desk - typical office hazards. 
    2. Position has a requirement of 60% in-person with a possibility of an allowance of 40% telework as determined after the initial trail service period is passed and training is complete. 
  • Schedule:   
    1. Typically, 8:00 a.m. – 5:00 p.m., Monday – Friday. 
    2. Scheduled work hours may be flexible. 
    3. May occasionally be required to work more than 40 hours per week or on weekends to meet deadlines.
  • Travel Requirements:   
    1. Limited travel – training purposes and meetings.
  • Tools and Equipment:   
    1. Standard office furniture and equipment.
  • Customer Interactions:          
    1. Interacts with Project Managers, Budget and Contract staff and outside contractors.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in business, public administration, accounting, economics, statistics, or relevant field, which includes at least 18 quarter or 12 semesters hours of accounting, auditing, mathematics, statistics, or budgeting. 

     AND

  • Three (3) years of professional experience in accounting, budget, finance, payroll, or public administration. 

OR

  • Current or recent experience as a Fiscal Analyst 3 (FA3).

OR 

  • Equivalent education/experience. 

 

Please Note: Closely related qualifying professional experience may be substituted for the required education on a year-by-year basis.

Certifications/Licenses: 

  • Valid Driver’s License. 

 

PREFERRED QUALIFICATIONS:

In addition to those required qualifications, our ideal applicant will also have some or all of the following: 

Experience: 

  • Three (3) years of relevant experience working with state government accounting.
  • Professional experience analyzing, implementing, and interpreting fiscal information, Office of Financial Management regulations, Federal and State regulations.  

Knowledge of: 

  • Principles and practices of financial record keeping conducting audits and perform accounting functions.
  • Computer software programs (e.g., Outlook, Excel, Power Point, Word) to facilitate accounting operations.
  • State and Agency accounting policies and procedures; basic principles of governmental accounting. Demonstrates proficiency in using and understanding Agency Financial Reporting System (AFRS) (transaction codes, general ledgers, funds, etc.).
  • Internal control procedures to protect and safeguard organizational assets and resources.
  • Debits and credits of accounts to ensure correct payments and receipts are recorded.
  • Principles and processes for providing customer services (e.g., evaluation of customer needs and satisfaction, service assessment, meeting quality standards for services).
  • Researching, interpreting, and applying information in the State Administrative & Accounting Manual (SAAM) or Generally Accepted Accounting Principles (GAAP), Revised Code of Washington (RCW's), Washington Administrative Code (WACs), and Internal Revenue Service (IRS) regulations.
