The Opportunity:
The Washington State Criminal Justice Training Commission (WSCJTC) is committed to enhancing peace officer and corrections officer accountability as well as public trust and confidence in the criminal justice system. The Certification Division plays a vital role in reviewing misconduct to ensure violations of the statutory rules are applied in a fair and consistent manner in cases involving misconduct and forwarding cases to the Attorney General's Office for review and possible decertification.
 
In order to assist in these efforts, WSCJTC is recruiting a Certification Case Review Manager (WMS Band 1) who will be responsible for reviewing complaints, agency notifications, administrative and criminal investigations, and related materials to determine whether cases submitted to the Certification Division meet the standard for administrative closure under WSCJTC policy or should be assigned to the Investigations Team.  Primary Responsibilities Include:
  • Make initial determination of whether matter should be referred to the Investigations Team or administratively closed pursuant to policy.
  • Review complaints and agency forms related to alleged officer misconduct.
  • Identify materials needed for review to make determinations within scope of authority and consistent with WSCJTC policy.
  • Secure and acquire open-source information and analyze documentary evidence and records.
  • Review agency investigations, criminal investigations and related materials and determine if allegations of misconduct implicate Certification Division jurisdiction.
  • Consult with WSCJTC training staff to identify best practices governing certified officer conduct.
  • Draft memoranda recommending closure to Division Manager and/or Assistant Director 
  • Organize significant amounts of information/reports/files/photos/evidence for review by Certification Division staff and supervisors.
  • Attend training on and research best practices and standards related to officer conduct and administrative investigations of officer misconduct.
  • Identify and track issues in agency investigations related to command decisions, inadequacy of policy or training, investigations and disciplinary decisions regarding misconduct, potential systemic violations of law or policy, unconstitutional policing, and other matters.
  • Draft formal correspondence related to job duties and tasks for review by the Certification Division managers and Assistant Director, including recommendations to agencies regarding investigations and discipline.
 Required Qualifications:
  • Ability to manage and balance multiple, concurrent responsibilities, and work independently in a fast-paced work setting while accomplishing goals and objectives accurately and on time. 
  • Understand the difference between criminal and administrative investigations.
  • Strong writing and editing skills.
  • Detail oriented.
  • Excellent interpersonal skills.
  • Demonstrated ability to maintain confidentiality of documents and information.
  • Physical requirements can typically be characterized as sedentary: work involves exerting up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. 
  • Embody the values of the WSCJTC (Leadership, Integrity, Dignity, Accountability).
  • Ability to travel occasionally to attend conferences or training. 
In addition to the qualifications above, meet one of the following sets of requirements:
Set #1
Bachelor’s degree or higher in Criminal Justice, Sociology, or a related field
AND 
At least three (3) years of experience as an investigator, case intake specialist or policy analyst in a law enforcement oversight agency or internal affairs division or equivalent.
OR
At least five (5) years of experience as an investigator of complex administrative investigations in a field other than law enforcement.
 
Set #2
At least five (5) years of experience as a certificated paralegal for a public or private law office engaged in the regular prosecution or defense of cases involving alleged law enforcement misconduct.
OR
At least 10 years of experience as a sworn law enforcement officer with no disciplinary history, including either:
  • At least three years as first-line supervisor responsible for the review and/or investigation of officer conduct to determine compliance with law and policy.
  • Two years as an internal affairs investigator or equivalent.
