The Opportunity:
The Washington State Criminal Justice Training Commission (WSCJTC) is recruiting for an exceptional leader to serve as the primary developer/creator of curriculum, as well as supervise line level staff within the unit.  The incumbent of this position should have a diverse knowledge of the criminal justice system and law enforcement, along with an understanding of effective, legally defensible and scientifically valid training methods.  This position will work as part of the Curriculum Unit’s Instructional Systems Design team responsible to research, create, implement, and evaluate law enforcement and correctional training programs. The curriculum will have state-wide impact within all WSCJTC training academies.  The incumbent of this position will work with subject matter experts, as well as, community partners in order to develop curriculum.   • Serve as the primary creator of agency curriculum. Receive and follow instructional design structure to analyze curriculum proposals by subject matter experts, research resources and information, policy documents, and identify solutions to address conflicts therein.
  • Liaise with subject matter experts to support design and redesign of curriculum in their area of instruction to include: classroom, practical, mock scenarios and online training as well as testing to include:  classroom, practical, and online.
  • Effectively communicate the instructional design methodology used by the curriculum unit. Respond timely and well to questions posed by external and internal stakeholders.
  • Build upon relationships with stakeholder agencies and the public to ensure voices are heard and the curriculum developed delivers expected results. Lead work group meetings on specific curricular content where necessary.
  • Assist with Standard Operating Procedure (SOP) development as requested by unit manager.
  • Ensure proper document management and timely response to public records requests.
  • Tracks and reports on unit data and creates presentations for internal and external stakeholders.  Drafts information for the agency annual report for review/approval by the Curriculum Unit Manager.
  • Keep up on best practices, current case law, WSCJTC policies, and other essential skills to maintain current knowledge base from which to draw.
  • Audit and evaluate curricula while maintaining the ongoing development and implementation of each program.
  • Maintain the highest standards of personal, professional, and ethical conduct.
  • Effectively supervise diverse and highly professional staff by providing clear and timely communications, regular personnel feedback and required appraisals and professional development opportunities.
  • Ensure staff members are properly trained, outfitted, supported, and motivated to meet WSCJTC mission and Unit goals.
  • Plan, lead, organize, and control work performed by subordinates. Ensure decisions by subordinates are implemented appropriately through direction, assignment, and review of specific plans, goals, objectives, and outcomes.
Required Qualifications:
Bachelor’s degree in Education, Public Administration, Criminal Justice, Communications, English, Psychology/Sociology, or similar/related degree plan.

At least four years of experience in curriculum development for criminal justice or military personnel (law enforcement, corrections, juvenile corrections). Experience may be substituted for a Master's or Doctorate degree in Education, Public Administration, Criminal Justice, Communications, English, Psychology/Sociology, or similar/related degree plan. 
- OR -
At least two years of experience in curriculum development for criminal justice or military personnel (law enforcement, corrections, juvenile corrections).  
AND
At least three years of experience training criminal justice or military personnel (law enforcement, corrections, juvenile corrections).

  • Understanding of adult teaching and learning methods.
  • Understanding and support for cultural diversity
  • Ability to model the agency mission, vision, values in communications and interactions with staff and students.
  • Ability to perform in accordance with the agency’s code of conduct and other policies.
  • Quality problem-solving skills including analysis and strategy.
  • Strong work ethic, self-directed, and able to work in a team-teaching environment.
  • Skills for basic computer applications including Microsoft Office Suite.
  • Effective communication skills.
  • Ability to support the agency's diversity, equity, and inclusion goals.
Desired Qualifications:
  • Master’s degree in Education, Public Administration, Criminal Justice, Communications, English, Psychology/Sociology, or similar degree plan.  - OR -  
  • Equivalent years of experience performing in these fields.
  • Three years of experience in project management.
  • Understanding of and/or experience with WSCJTC protocols and chain of command.
  • Knowledge of training and instruction principles, content and methodology.
  • Experience with curriculum development and evaluation.
  • Problem solving skills, including analysis and strategies.
  • Knowledge of the criminal justice system including federal, state, and local criminal justice agencies, laws, ordinances and regulations.
  • Effective at developing and utilizing resources.
