As the Enterprise Identity Architect, you will serve as the state’s highest authority on identity and access management. In this role, you will be relied on to lead the development, maintenance, and use of the state’s identity management architecture, with a focus on ensuring the current and future-state needs of Washington residents, state workforce, and business partners are supported by the state’s technology portfolio. This position directly impacts the highest, most impactful decisions on technology investments in the state of Washington.
- Act as principal owner for all statewide strategic goals, policies, standards, and the architectural framework for Identity and Access Management.
- Create, update, gather feedback, and present new policies or policy changes to the highest technology governance group within the state, the Technology Services Board (TSB).
- Make decisions and/or recommendations on allowing, denying, or modifying proposed agency IT investments.
- Develop and maintain enterprise architecture artifact templates for agencies to utilize (e.g., conceptual/contextual technical views, data flows, process diagrams).
- Evaluate proposed agency IT investments to ensure alignment with the state’s IT strategy for identity management.
- Provide guidance on the deployment of modern IAM solutions.
- Develop the data sharing model and trust framework for statewide authentication services.
- Establish the “technical alignment” criteria for all statewide IT investment.
- Evaluate all technology funding requests as part of biennial and supplemental budget cycles and makes decisions on whether a proposed investment aligns with the state IT Strategy.
Here is what we are looking for:
- Four-year degree in information technology, IT business management or a closely allied field. Experience may be substitute for the degree, year for year.
- Five years of information technology experience in an IT functional area such as architecture design and deployment, systems lifecycle management and infrastructure planning and operations.
- Five years of total experience designing identity management solutions for large-scale organizations.
- No less than three years of leadership experience in managing or leading cross-functional teams or projects of a complex nature.
Preference shall be given to those who possess the following:
- Professional enterprise architecture certifications.
- Experience deploying enterprise Identity and Access Management platforms for large enterprise organizations.
- Previous experience implementing enterprise-wide technology projects.
- Experience defining authentication (AuthZ) and authorization (AuthN) architectures for federated organizations.
- Experience developing trust frameworks for large scale organizations
