The Financial Services Division within the Department of Ecology is looking to fill a Financial Systems Business Unit Senior Advisor (Management Analyst 5) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

In this position, you will influence the configuration and implementations of financial systems that will have a significant impact on how state government and Ecology do business. Your main objective will be to modernize and enhance outdated technology that has been used for years. You will also be involved in major projects our team is currently working on, such as the One Washington implementation of phase 1A of the new Statewide Financial System and the Ecology Administration of Grants and Loans.

Program Mission: The Financial Services mission is to manage the agency’s financial resources and support agency planning so that environmental goals and strategic priorities are met.

The Financial Services Business Unit (FSBU) is a fairly new unit in the Financial Services Division that supports any financials systems that are used by FSD and is comprised of a mix of Finance subject matter experts, business analysts, and IT developers.

What makes this role unique? 

In this role, you will serve as the agency financial systems expert responsible for providing expert level analyses to Ecology management in the operation of Ecology and State financial IT systems. You will serve as a subject matter expert on existing agency systems and collaborate with software vendors, the Office of Financial Management (OFM), and other agencies in the development of new statewide systems.

What you will do: 

  • Work closely with Project Manager to prepare sprint plans, PowerPoint slides for presentations to steering committee, business team, fiscal, and budget staff. 
  • Work with software implementation vendors, meet with internal and external project teams, end users and stakeholders to implement, update, or enhance software as a service (SaaS) solution.
  • Configure and test SaaS solutions for financial systems.
  • Gain understanding and knowledge of how the system works, troubleshoot user errors or issues and find resolutions.
  • Gain understanding of current statewide financial system business processes and how accounting transactions process and envision how new systems will do these same processes.



Required Qualifications:


Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
 

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

 

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

  • Experience: in two or more of the following areas:
    • Conducting research
    • Analyzing policies, laws, rules, or regulations
    • Conducting business analysis and developing requirements
    • Leading business projects
    • Managing business operations
    • Business policy development
    • Supervision
  • Education: involving a major study in business administration, public administration, health administration, law, environmental law, finance, economics, statistics, environmental management, environmental or public policy, or a related field.

 Additional Required Knowledge, Skills, and Abilities:

  • Intermediate proficiency using Microsoft Office products including Word, Excel, and Outlook; ability to create, edit, modify, save, and delete documents and spreadsheets; including locating and accurately modifying existing files and templates for reuse. 
  • Demonstrated ability to plan, prioritize, and organize workloads to meet deadlines.
  • Demonstrated ability to be on the job and a be a productive team member in a busy unit with deadlines and seasonal workload issues.

Desired Qualifications:

  • Demonstrated knowledge of state of Washington enterprise systems for accounting and reporting (AFRS, Enterprise Reporting-standard, and Web Intelligence).
  • Five (5) or more years of relevant professional-level experience in state accounting, including two (2) years of supervising or leading fiscal positions.
  • Demonstrated ability to communicate effectively, work collaboratively with, and present complex financial material to all levels of management and staff.
