Keeping Washington Clean and EvergreenThe Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Policy Unit Planner (Environmental Planner 3) position. This position will be located in our Headquarters Office (HQ) in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.The Model Toxics Control Act (MTCA), Washington’s cleanup law, is the engine that powers our work to improve Washington’s environment, economy, and quality of life – providing funding to clean up hazardous waste sites and properly dispose of the waste. To accomplish this work, Washington voters authorized a tax on hazardous materials. As the Policy Unit Planner, you will lead the development of two significant reports to the Washington State Legislature and the public, one of which accounts for expenditures from MTCA to conduct remedial actions on hazardous sites, and the other a comprehensive report completed in coordination with local governments with clean-up responsibilities. You will manage the preparation of these documents, provide technical editing support for the development of other policy and guidance documents, as well as communicate and engage with the public to promote awareness and understanding, as well as foster involvement in TCP regulatory initiatives. The mission of the Toxics Cleanup Program (TCP) is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. EXAMPLE OF DUTIES
As a project manager and a lead writer, the Policy Unit Planner fulfills a critical reporting obligation to support Model Toxics Control Act (MTCA) expenditures and cleanups. Working across the Agency, you’ll assign work and establish timelines for data submissions, coordinate with policy and fiscal staff to collect data, write these bi-annual reports, and work with the Toxics Cleanup Program Communications team to incorporate cogent maps, tables and graphics demonstrating the impact of MTCA. Additionally, you’ll be fully engaged in providing planning and policy development assistance to rulemaking staff, and help develop other policy and guidance documents, legislative reports, white papers, and other informational materials for use by Ecology staff, the public, other state agencies, and various interested parties. Additional duties of the Policy Unit Planner include: Communicate internally within Toxics Cleanup Program (TCP) about Policy and Technical Support Services Unit (PTSU) work, including the rollout of new policies and guidance.Provide editing of technical guidance and implementation memorandum, as well as Brownfields, Voluntary Cleanup Program, Underground Storage Tanks, Policy Steering Committee, and Sediment documents. Conduct policy research and analysis; develop and maintain knowledge of and experience with toxics cleanup laws and rules.Read, analyze, interpret, and monitor internal and external policies, procedures, and rules.Write clearly and succinctly about complex legal, economic, regulatory, and technical issues in a manner that is easily understood by lay audiences. Prepare and develop presentations for a variety of audiences.Understand and follow requirements and procedures in complex state and federal rules.Maintain knowledge of planning principles, techniques, current trends, environmental laws, policies and programs.Manage rulemaking files on Ecology SharePoint sites and TCP legislative coordination SharePoint site.
