Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is currently seeking a Project Controller (Transportation Engineer 4) to contribute to the cost-effective delivery of the highway construction program. Based in the Northwest Region, this role is pivotal in supporting WSDOT's mission to provide safe, reliable, and cost-effective transportation options. The incumbent will provide direct project support for schedule management, budgeting, and technical assistance with the Project Management Reporting System. This position plays a critical role in fostering a respectful work environment with a focus on diversity, equity, and inclusion.
 
What to Expect
Among the varied range of responsibilities held within this role, the Project Controller will:
  • Develop and update critical path schedules for multiple projects.
  • Provide schedule analysis and reporting on job progress and workforce projections.
  • Identify project delivery trends and develop "what if" scenarios for risk planning.
  • Maintain schedule templates for projects using various delivery methods.
  • Work with IT and HQ Project Management Reporting System to resolve schedule problems.
  • Provide training on construction or design schedules for Northwest Region.
  • Independently develop and update baseline and control budgets for projects.
  • Analyze budget trends and cost variances and recommend practical solutions.
  • Communicate budget information to project engineers and managers.
  • Provide technical expertise in Project Management Reporting System to Northwest Region offices.
 
Qualifications
To be considered for this opportunity, the following are required:
  • One (1) year of experience as a Transportation Engineer 3, Transportation Planning Specialist 3, Bridge Engineer 3, or equivalent experience such as a lead design engineer, construction inspector, or transportation planner.
  • Experience with at least one project development and delivery team or specialty group team as a project manager, design team leader, or project controller. 
  • Experience with independently applying policies, engineering principles, practices, and methods. 
  • Experience developing and analyzing project development such as Critical Path Method logic diagrams, workforce projections, project performance, cash flows, expenditures, capital cost estimates, design estimates, and cost reports. 
  • Experience in providing support and training for a variety of customers.
 
It is preferred that qualified candidates also have the following:
  • A Bachelor of Science degree in Business, Construction Management, Planning, or Engineering and two (2) years of professional experience as a Project Controller.
  • Project Management Institute Project Management Professional (PMI PMP) Certification. 
  • Understanding and knowledge of Project Management industry standards, Project Management Body of Knowledge (PMBOK), or equivalent with the successful application of Project Management processes, software, and other tools. Knowledge of the principles and guidelines of the Project Management Institute.
  • Knowledge and understanding of WSDOT policies and practices applicable to the design of transportation projects. 
  • Experience in the use of the WSDOT Design Manual in the design of transportation projects.
 
Important Notes 
  • This recruitment may also be used to fill additional positions per business needs. 
  • This position is eligible for remote work up to 100%, per supervisor approval.
  • The salary listed includes the legislative-approved 5% salary premium for positions in King County.
  • The core business hours are Monday through Friday from 7 a.m. to 6 p.m., with occasional need for extended hours.
  • WSDOT does not use the E-Verify system; therefore, we are not eligible to extend STEM Optional Practical Training (OPT). For more information, please visit www.uscis.gov.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
