Guiding you Through Washington State’s Regulations

The Opportunity:
As a regulatory consultant, you will help citizens, industry, businesses and other state agencies navigate state regulatory systems. You’ll facilitate interagency workgroups and support state agencies navigating regulations such as the Regulatory Fairness Act and the Washington rulemaking process. You will work with agency leadership, subject matter experts, the Legislature and diverse stakeholders on a wide array of projects and issues. This role requires excellent research and writing skills for publishing biennial reports.



Who we are:
The Governor's Office for Regulatory Innovation and Assistance (ORIA) helps people navigate Washington's environmental and business regulatory systems. The ORIA call center provides citizens and businesses with information about local, state, and federal regulatory requirements. The office collaborates with agencies and stakeholders on ways to improve regulatory systems for more effective services, including for small businesses. The regulatory consultant is committed to principles of diversity, equity, inclusion, and respect. The position will use an equity lens to ensure consistency, transparency, and inclusion when providing regulatory support to state agencies and assisting customers. The office is in Olympia, Washington.

What you’ll do:
  • Facilitate and coordinate workgroups and build collaborative working relationships. This includes interagency groups involved with performance reporting, significant legislative rulemaking and maintaining joint application forms. 
  • Collaborate with state agencies, the Attorney General and business associations to share best practices. Identify information needs within these groups and help them comply with the Regulatory Fairness Act.
  • Provide regulatory support to state agencies and assist customers with regulatory information, including about the Regulatory Fairness Act. 
  • Prepare and publish comprehensive biennial progress reports for the governor and Legislature.
  • Develop and maintain online resources and tools supporting compliance with the Regulatory Fairness Act.
  • Collaborate with agency partners to create or maintain guidance documents, checklists, FAQs, templates and other regulatory assistance resources.
  • Assess and create new regulatory resources, when needed.
Required Qualifications:
  • Bachelor’s degree in business administration, public administration, or related field. *
  • Five years of professional-level experience performing analytical or technical duties for government program(s). Experience should show a progressive increase in responsibilities and/or authority.
  • Working knowledge of the Washington State Administrative Procedures Act and the Regulatory Fairness Act.
  • Work experience with the Washington rulemaking process.
  • Demonstrated experience providing expert consulting to executives and using highly developed interpersonal skills.
  • Proven teamwork skills. Success navigating teams with varying perspectives and diverse priorities.
  • Experience facilitating workgroups and collecting feedback from customers or stakeholders.
  • Proven ability to build partnerships and collaborative relationships.
  • Excellent research and writing skills. Proven ability to perform complex analytical assignments, research regulatory requirements and then clearly communicate that information both verbally and in writing to a wide audience. Demonstrated ability to write and publish comprehensive progress reports.
  • Integrity, strong work ethic and an understanding that excellent customer service is fundamental to success.
  • Deep commitment to principles of diversity, equity, inclusion, and respect.
  • Proficient in Microsoft Office Suite, formatting documents, and spreadsheet creation and tracking.
        *Additional related professional experience may substitute for the 
educational requirement on a year-for-year basis.

Desired Qualifications:
  • Advanced degree in business, public administration, law or related field.
  • Seven years of professional-level experience performing analytical or technical duties for government program(s). Experience should show a progressive increase in responsibilities and/or authority.
  • Advanced knowledge of the Washington State Administrative Procedures Act.
  • Advanced experience with the Washington rulemaking process.
  • Professional level experience in government regulatory program(s) for business licensing or environmental permitting.
  • Certification in project management.
  • Professional mediation training or certification.
Condition of Employment:
On Aug. 9, 2021, Gov.
