About the division:
The Health Care Authority is statutorily directed to study all state-purchased health care, alternative health care delivery systems and strategies for the procurement of health services and to coordinate state agency efforts to develop and implement uniform policies across state purchased health care programs. The Policy Division serves as the focal point for coordinating the agency’s strategy and health policy efforts. The division is structured to provide expert direction, consultation, and support for these activities.
 
About the position:
This role is all about shaping health care policies that bring fresh, statewide solutions to the table – think increased access, lower costs, and fewer inequalities. Working closely with the Board and Commission Director, this position guides and coordinates the Universal Health Care Commission's efforts. Day-to-day, you'll be diving into in-depth research, brainstorming innovative policy solutions, and figuring out the resources needed to put those ideas into action. As the go-to expert, you'll be the driving force behind immediate changes in the state's health care system. We're talking smoother access to coverage, less confusion in how health care is paid for, lower unnecessary costs, and a stronger link between residents and their chosen health care providers. Your expertise also comes into play as you advise top-level agency managers, offering solid guidance on implementing health care policies in line with the Commission's goals, legislative mandates, and the agency's overall vision.
 
This position is eligible to part-time telework but is required to report on-site 2-3 days a week to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
 
Some of what you will do:
 
  • Analyze policy proposals, including health equity impacts, for the universal health care system design and strategies to transition the state to a universal health care system.
  • Research health care trends, reform, innovative models, and connect with counterparts in other states on these items to find evidence-based policy and lessons learned for the development of Washington health policy.
  • Anticipate, frame, and pose questions for critical policy analysis and evaluate results to determine validity.
  • Provide expert consultation to the Boards and Commissions team, HCA Leadership, and recommend policy changes that have statewide impact on health care business processes, delivery systems, and health care data.
  • Coordinate with other leads and Subject Matter Experts (SMEs) to ensure communications and overall strategies are aligned.
  • Establish goals, objectives, plans, and strategies for development activities, including analysis and reporting.
  • Collaborate with other professional staff and consultants to develop and organize meeting agendas, content, and materials. Support the planning and development of the Commission's annual legislative report.
  • Support the planning and development of any additional reports as requested by the Legislature.
  • Develop meeting summaries for Commission and advisory meetings. Monitor the Commission and advisory committee inboxes and organize public comments into meeting materials for the corresponding public meeting.
  • Coordinate communications with key stakeholders, including advocacy groups, consumer groups, committee and Commission members, other states, federal partners, etc.
 
Required qualifications:

Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field
 
AND
 
Five years of demonstrated experience in two or more of the following areas:
 
  • Conducting health care policy and legislative research 
  • Analyzing various health care policies, laws, rules, or regulations
  • Conducting business analysis and developing requirements
  • Leading business projects (i.e., advisory committee meetings)
  • Managing business operations, such as communications with stakeholders (Commission and Committee members) 
  • Business policy development
 
Note: Additional years of education or related experience may substitute listed requirements on a year-for-year basis.
 
Preferred qualifications:

Master’s degree in business administration, public administration, law, public health, health administration, or a related field
 
Experience with:
  • Intra and interagency coordination.
  • Public or private health care delivery systems.
  • Stakeholder identification/management and community engagement.
  • State and Federal laws and regulations related to health care policy and purchasing, including Medicare, Medicaid, and the Affordable Care Act.
  • Policy research and analysis.
  • Data analysis and interpretation.
  • Professional written and oral communication and presentation.
 
Knowledge of:
  • State and/or national and/or international health care reform strategies and investments.
  • Publicly financed health care programs, including Medicaid and/or Medicare.
  • State policies and regulations related to health care programs and health improvement initiatives.
  • Washington State legislature and the legislative process.
 
Ability to:
  • Embrace ambiguity and innovation, responding with initiative, creativity, and agility.
  • Support a team-oriented approach that relies on the success and coordination of multiple teams over the success of one or more individual's contributions.
  • Think at a systems level, including an understanding of how different programs, agencies, and investments can best work toward a common goal.
  • Collaborate with program staff, leadership, and other partners with a high level of political awareness and emotional intelligence.
  • Analyze and resolve complex problems related to health care programs.
  • Create and propose policy and other solutions in the absence of established protocols, models, or processes.
  • Communicate clearly and effectively both orally and in written form.
