Full Time | Permanent

Salary Range: $5,900 – $7,932 Monthly

This is a telework/hybrid position. Work may be performed anywhere within the State of Washington. Travel may be required for in person attendance at various meetings and facilities.

The Washington State Department of Corrections is searching for a talent acquisition professional who shares our vision of public service to join our team as a Talent Acquisition Recruiter (HRC4)! The incumbent of choice is focused on candidate-centered, streamlined, equitable and defensible recruiting.

 

As a Talent Acquisition Recruiter, you will provide expert level HR and recruitment guidance, consultation, leadership and advice to the agency. This critical role will provide the opportunity to strengthen your Human Resources and Talent Acquisition skills while promoting innovation and engagement, leading to strong candidate pools.

 

A large portion of this role will include consulting and advising management and local HR regarding the recruitment and selection process of open roles within the agency. You will be responsible for identifying and recommending effective screening methods and associated recruitment and selection activities within the NEOGOV applicant tracking system. The Talent Acquisition Recruiter is tasked with monitoring processes to ensure that the selection practices are standardized and documented.

As a Talent Acquisition Recruiter, some of your duties will include: 

  • Coordinating and Maintaining a Standardized and Defensible Recruitment Screening and Selection Process for Health Service recruitments to include:
    1. Coordinating and communicating with the DOC Local HR teams and other key stakeholders to identify, plan and conduct recruitments in compliance with DOC policy, WAC, CBAs, and federal procedures and laws
    2. Creating, documenting, and maintaining Health Service Screening and Selection protocols and tools that are best practices and are based on required and ideal qualifications 
    3. Reviewing applications to ensure candidates meet minimum qualifications
    4. Serve as statewide SME on recruitment selection and hiring process
  • Stakeholder Training and Management including:
    1. Providing training, interpretation, and counsel to stakeholders regarding applicable practices, protocols, rules, regulations, policies, procedures, hiring process and any collaborative tasks
  • Developing and Maintaining Data Tracking and Analysis including:
    1. Developing reports on recruitment related information, documentation, and metrics using various methods and technologies
    2. Responding to requests for recruitment related information from internal and external customers including OFM, OSHRD, and DOC Leadership
  • Developing and Implementing Strategic Marketing and Outreach for Recruitments
    1. Build and maintain relationships with professional associations, colleges, community-based organizations, WorkSource, etc. 
    2. Identify and attend appropriate outreach events
    3. Create and update professional marketing materials
    4. Develop and work in coordination with the Talent Acquisition Team for marketing and outreach material to represent the Department in a professional
    5. Develop, document, and implement position specific talent acquisition plans to attract a diverse pool of qualified candidates
    6. Participate on social media and assist with content development
  • Special project and other duties as assigned.

What we need (required qualifications):

  • High school graduation or equivalent; 

AND

  • Three (3) years of experience in Talent Acquisition, Human Resources or a closely related profession coordinating, facilitating and/or leading employer recruitments, assessments and selection to include professional knowledge and experience in: 
    1. Recruitment and selection laws and regulations.
    2. Experience developing outreach and marketing plans to build diverse pools of applicants.
    3. Understanding of human resource reporting and recordkeeping requirements.
    4. Ability to develop and present data related to activities performed for planning, tracking, and evaluating quality of recruitment practices, activities, and results.

AND

  • Intermediate level of proficiency using MS Word, Microsoft Excel, and Outlook

College-level coursework from an accredited institution whose accreditation is recognized by the US Dept. of Education or the Council for Higher Education Accreditation or a foreign equivalent may substitute year for year for up to two years of experience. Note: 30 semester or 45 quarter credits is equal to one year.

 

What will make your application stand out (preferred qualifications): 

  • An Associate’s or bachelor’s degree with focus in marketing, communications, business, human resources, public administration, or related field from an accredited institution whose accreditation is recognized by the US Dept. of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent
  • Three (3) years of experience leading and managing a team
  • Professional experience leading recruitment related marketing / outreach activities in Health Services, Information Technology, and/or hard to fill Corrections environment or closely related fields
  • One (1) year of experience utilizing a web-based or cloud-based applicant tracking system (six months if the tracking system is NEOGOV)
  • Ability to create, manage, and record complex recruitment plans. This may be concurrent as part of the three years of experience required
  • Diversity specific outreach and marketing
  • Knowledge of employment laws, to include Washington Administrative Codes, the Revised Code of Washington, and Collective Bargaining Agreements
  • Basic level of proficiency using MS SharePoint
  • Familiarity with MS Stream and MS Forms
  • Experience utilizing LinkedIn, Indeed, Monster, and/or Craigslist to source, market, and recruit a competitive and diverse candidate pool

  • Tuberculosis (TB) is a priority health issue for DOC employees. The successful candidate may be required to provide valid proof of a baseline TB skin test within 60 days from the date of hire.  When positive tests result, further information, testing and treatment will also be required. Employment is not contingent upon test results.
  • Foreign equivalent degrees awarded outside the United States must have a credential evaluation report attached to your application. Telework Details

This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.  Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite.  Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
