Introduction


The Department of Health Services (DHS) strives to protect and promote the health and safety of all people of Wisconsin through the efforts of a dedicated and diverse workforce. The Division of Enterprise Services (DES) is seeking to fill two full-time Financial Specialist – Senior positions. One is a permanent position, the other is a project position. The duration of the project position is anticipated to last approximately 12 months. Project positions are eligible for benefits; however, the incumbent will not obtain permanent civil service status.

These positions can be headquartered at either the Milwaukee or Madison office, depending on the preference of the selected candidate. The Madison office is at 1 W. Wilson St. The Milwaukee office is located at 819 N. 6th St. The positions will be expected to work from one of the Wisconsin State Office building locations a minimum of 2 days per week with the opportunity for 3 days of remote work. This schedule may vary based on training or operational need.

Position Summary


Both positions are in the Accounts Payable Unit and are responsible for performing routine activities related to department accounting, bookkeeping, and auditing duties for payables, invoices, and travel reimbursements. This position is also responsible for:

  • Ensuring that disbursements are legal, authorized, and financially correct.
  • Maintaining appropriate management, financial and internal controls.
  • Enforcing compliance with State and Federal statutes, rules, and regulations.
  • Providing resolution on voucher and funding issues.

Salary Information


The pay is $19.94 per hour, plus excellent benefits. The pay schedule and range is 02/13. The permanent position requires a 12-month probationary period.

Pay for current or former state employees is set based upon the rules that apply to compensation for the applicable transaction.

Job Details

  • All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
  • All state employees are required to report their COVID vaccination status, whether they are vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment.
  • To be considered for the project position, applicants must be State of Wisconsin residents at time of hire.

Qualifications


Minimally qualified applicants will have both of the following:

  • Experience or training performing financial duties (e.g., reviewing and auditing financial transactions and documentation, ensuring vendor compliance with invoicing or expense reporting guidelines, etc.).
  • Experience providing technical assistance to internal and external customers in a professional setting (e.g., explaining guidelines to customers, responding to inquiries by researching financial system details, etc.).

Well-qualified applicants will also have one or more of the following:

  • Education in accounting, finance, or a related field.
  • Experience using a financial software program such as PeopleSoft, or Microsoft Office Programs (e.g., Excel, Access, or SharePoint) to enter or process financial information or transactions.
