GENERAL DESCRIPTION: 


This position is a senior-level position that is responsible for designing, developing, and implementing the overall technology strategy and vision for the State of Wyoming. The individual in this position works closely with executives and stakeholders to understand the business goals and objectives, and then translate those into a comprehensive plan for the state's technology infrastructure and systems.
 
The individual in this position is responsible for defining and maintaining the architecture frameworks and standards that guide the state's technology decision-making, and for ensuring that all technology investments align with the overall strategy and vision. This includes conducting evaluations of current systems and identifying opportunities for improvement, as well as researching and implementing new technologies and solutions.
 
The enterprise architect also plays a key role in relationships with external vendors and partners, and in providing advice and guidance during the negotiation of contracts and agreements for technology services and products. In addition, the enterprise architect may be involved in the management and mentoring of other technology professionals within the organization.

  • As the Agency’s highest-level technical expert, relies upon strategic thinking and expert technical knowledge across a broad spectrum of IT disciplines (e.g., Cloud, Infrastructure, Identity Management, Network, Security, Applications, Solution Integration, and IT Service Delivery) to develop a comprehensive Enterprise Architecture Program that includes strategic roadmaps and architectural processes which support the implementation of technology solutions that align with the Agency’s mission.
  • The Chief Enterprise Architect position serves as the Architect Team Lead and uses a broad and deep understanding of numerous IT disciplines (e.g., Cloud, Infrastructure, Identity Management, Network, Security, Applications, Solution Integration, and IT Service Delivery) to advance EA best practices to lead, advise and mentor other Ecology enterprise architects and senior IT staff on a broad range of complex topics.
  • This position is the Agency’s highest level subject matter expert for Enterprise Architecture and Infrastructure, examples include Active Directory/Azure Active Directory Design, Storage Strategy, Cloud Solutions, Network Design, DNS Strategy, Identity Management, Configuration Management, Internet of Things (IoT), Augmented Intelligence (AI), Mobility, and Automated Security Solutions.. The incumbent uses a broad and deep understanding of numerous IT disciplines to recommend and document the Agency’s strategy to implement a cohesive, flexible enterprise infrastructure that supports Ecology’s business into the future. This includes, but is not limited to, cloud technologies, data centers, server environments (physical and virtual), storage, networks, identity management, network security systems, mobile devices, workstations, remote access solutions, applications, solution integration, and IT service delivery.


PREFERENCES: 


Preference may be given to applicants with experience in state government.

Preference may be given to applicants with experience in state policy and planning, including the cross-coordination between work units or agencies.

Preference may be given to applicants with experience in strategic planning.

Preference may be given to candidates with a master's degree in computer science, information systems, business administration, policy, and planning.

Preference may be given to applicants with 4-8 years of IT governance experience.


KNOWLEDGE:
 
  • Knowledge of federal and state statutes

  • Knowledge of governmental structure, policy, and procedures

  • Knowledge of legislative proceedings and administrative processes

  • Knowledge of policy and rule development

  • Knowledge of organizational planning, resource allocation, staff modeling, production methods, and organizational behavior

  • Knowledge of organizational change, leadership, and motivational strategies

  • Knowledge of group and team behavior strategies to help achieve agency goals

  • Knowledge of state budget process and skills in managing a budget

  • Ability to work with diverse groups and communicate complex material to a variety of internal and external audiences

PHYSICAL WORKING CONDITIONS:

 
  • After-hours availability for leadership/guidance as situations dictate.

  • Occasional after-hours work to meet deadlines - typically around legislative sessions or major projects.

  • This position is required to travel.

  • Sitting for extended periods.

  • Dexterity of hands and fingers to operate a computer keyboard, mouse and to handle other computer components.

  • Lifting and transporting moderately heavy objects, such as computers and peripherals, must be able to lift 50 lbs. 

  • Coordinating, leading, speaking, and/or participating in sessions, presentations, and meetings.
