GENERAL DESCRIPTION:
The position of Executive Officer for the Wyoming Environmental Quality Council (EQC) exists pursuant to Wyoming Statute § 35-11-112(d). That statute provides that the “council may employ an executive officer and staff who shall serve at the pleasure of the council. The executive officer and other staff members shall perform duties as the council may assign, including preparing meeting facilities and completing administrative, secretarial, and other functions.”
The main purpose of the position is to enable and assist the EQC, a council consisting of seven Governor-appointed citizens serving part-time, to fulfill its statutory duties as defined in part, in Wyoming Statute § 35-11-112(a). That statute provides that the “council shall act as the hearing examiner for the department [of environmental quality] and shall hear and determine all cases or issues arising under the laws, rules, regulations, standards or orders issued or administered by the department [of environmental quality] or its air quality, land quality, solid and hazardous waste management or water quality divisions.”
The Executive Officer conducts and coordinates all functions of the EQC. The required duties include managing the EQC office, supervising the other EQC staff member, maintaining records of EQC cases and activities, interacting with the Department of Environmental Quality and other state agencies, coordinating with the Attorney General’s office, interacting with all parties to cases before the EQC (which includes attorneys and members of the public), and providing training and other assistance as needed to EQC members.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
- Educate, inform, and assist EQC members regarding their duties as members and hearing officers. This includes: alerting members to upcoming activities that require their action; developing and providing appropriate information and advice (other than legal) to EQC members to facilitate the successful accomplishment of their activities; providing orientation for EQC members; and remaining informed about legislation affecting the EQC.
- Schedule, coordinate, and set up EQC meetings and hearings in accordance with the Wyoming Administrative Procedures Act and Wyoming Open Meetings Act. This includes: working with all parties in contested cases, including the general public, private attorneys, and attorneys from the Attorney General's office, to accommodate exhibits and witnesses; preparing scripts for EQC members; assisting in the physical set up and tear down of meetings including electronic media used to facilitate offsite participation; scheduling hearing and meeting rooms; hiring court reporters, and coordinating travel accommodations for staff and EQC members.
- Conduct necessary actions required to document EQC activities and decisions. This includes: developing and maintaining the EQC case docket; serving as public records officer for the EQC to facilitate fulfillment of public records requests; coordinating the preparation of orders and schedules for EQC approval in conjunction with the Attorney General’s office; preparing the record on appeal for cases appealed to a district court; and archiving historic EQC documents.
- Interact with state agencies and private entities to ensure the accomplishment of the EQC’s activities. This includes working with the director and administrators of the Department of Environmental Quality to schedule rulemaking hearings and to inform the EQC of upcoming issues; working with the Wyoming Attorney General’s Office to ensure the EQC receives timely and effective legal support; working with the directors and administrators of other state agencies including, but not limited to, the Department of Administration and Information and Enterprise Technology Services; working with companies, citizens, and attorneys representing private entities who are appearing before the EQC in contested case hearings and other public hearings; assisting them in understanding the EQC procedures and working with them to ensure that the parties can present their information in a format and manner that is efficient, effective for their purposes, and for the EQC.
- Develop and manage the EQC’s budget. This includes working with the Governor’s office and the State Budget Department to prepare biennial budgets and exception requests for the EQC; presenting, with the EQC Chairperson, the EQC budget to the Governor and Legislature; preparing fiscal notes when requested by the Legislative Services Office; and tracking all expenditures and providing fiscal reports.
- Supervise the other EQC staff member and oversee operations of the EQC office.
PREFERENCES:
Preference will be given to those with five (5) or more years of experience working as a practicing attorney.

- Knowledge of statutes, policies, and case law governing the functions of the Board.
- Skill in project management and establishing internal and external partnerships.
- Ability to supervise staff effectively and provide a leadership presence necessary to accomplish tasks through team effort.
- Strong written and verbal communication skills and skills in public speaking.
- Ability to network and work with others in a team atmosphere.
- Ability to understand team dynamics, team development, organization, and strategies to meet goals.
