Job Title: Sourcing Manager
Job Location: Williamsport, PA
Job Description:
This position is responsible for evaluating, selecting and managing supplier partnerships. negotiating subcontracts, procurement of materials, components, supplies, and services consistent with program schedules, contracts, and government specifications.
Responsibilities
- Establish, analyze and optimize procurement strategy ensuring alignment with business goals.
- Partner with stakeholders, executive leadership and department heads to understand business needs.
- Overall responsible for the negotiation and management of subcontracts to include machined/fabricated parts, electronic components, commodities, and technical services.
- Drives a continuous improvement program focused on value creation and risk mitigation employing data analytics.
- Develops and maintains Supply Chain Key Performance Indicators and operational Metrics to drive continuous improvement.
- Tracks and reports on supplier performance through effective performance analysis to ensure best value and service.
- Maintains vendor purchase order terms and conditions current with Government Standards and Company Policy.
- Will be an active participant in Corporate Supply Chain Management initiatives.
- Informs upper management on sourcing initiatives and presents to executive management during regular business reviews.
- Plans and establishes objectives, goals, standards, forecasts, budgets, and special projects as required.
- Supports the Small/Disadvantaged Business Program and Master Subcontracting Plan for customer and DOD approval.
- Supports the execution of Small Business Subcontracting Plans, establish goals, and measure performance.
- Provides outreach assistance to Small Business subcontractors on various SBA programs available.
- Knowledge of, and compliance with, all required regulations, including but not limited to FAR/DFAR/CAS and ITAR.
- Responsible to support the successful conduct of all Government and audits for all SCM disciplines, including CPSR audits.
Qualifications
- Bachelor’s Degree in Supply Chain Management, or equivalent.
- APICS CPIM or CSCP certified
- Minimum of five (5) years of Supply Chain experience in DOD environment.
- Proven experience in setting negotiation strategies and conducting negotiations.
- Values fact‐based decision making that leverages market data, spend analytics, and cost modeling.
- Prior audit experience including DCMA.CPSR, ISO9000
- Highly proficient in Microsoft Office tools, (i.e., Excel, Word, PowerPoint and Access).
- ERP (Infor LN) experience or equivalent ERP system.
- Experienced in maintaining policies and procedures.
- Able to apply strategic thinking and creative problem solving.
- Able to navigate and interpret complex documents to advocate for business needs
