Stellar Solutions is looking for Subject Matter Expert to help drive and deliver on the management and integration of the portfolio by providing information, advice, and recommendations for the effective alignment of portfolio acquisitions, manpower, and funding. This position supports the development of requirements, acquisition and contract strategies, and the execution of these in support of development and productions programs that are part of the U.S. Space Force.
Role/Responsibilities/Qualifications
In this role you will:
- Maintain, update, and analyze the acquisition forecast to ensure current and consistent content and identify any disconnects or deficiencies.
- Integrate and correlate program execution data with the program baselines to accurately maintain, and update acquisition reports such as the Monthly Acquisition Report (MAR), Selected Acquisition Report (SAR), Defense Acquisition Executive Summary (DAES), Acquisition Program Baseline (APB), and supplemental reports as required by DoD policy for ACAT I, ACAT II, and ACAT III programs IAW DoDI 5000.02, AFI 63-101, and AFPAM 63-128, and additional mandates that arise in the annual National Defense Authorization Act (NDAA).
- Identify, collect, organize, compile, and assimilate cost, schedule, performance, and programmatic acquisition information to document program planning and execution.
- Draft, review, coordinate, and process program acquisition information suitable for public release to industry, media, trade publications, and other program stakeholders.
- Manage all action items assigned by higher headquarters and external agencies using Space Force and locally directed tools, policies and guidance to evaluate and prioritize all incoming action items, assign items to appropriate groups or individuals, track progress against suspense dates, ensure proper closure and maintain and update information contained in databases to track and coordinate efforts.
- Coordinate correspondence between external audit agencies and the program office.
- Respond to/screen inquiries and concerns from higher headquarters, external agencies, group members, and industry on behalf of the Commander while teaming with the commander and senior staff to ensure timely, appropriate response and resolution.
- Manage information integration across the PEO to include managing all recurring reports and coordinating, compiling, and conveying PEO's vision.
- Manage external briefings on behalf of the PEO including but not limited to; Program Management Reviews (PMRs) and various financial reviews.
- Assist with special research assignments to ensure consistency of interpretation is maintained; coordinate actions, clarify responsibilities, and facilitate timelines completion; assist the government in the execution of routine business operations.
- Support the Business Manager by extracting program specific information, assessments, analysis, and reviews enabling program and technical acquisition artifacts to be integrated at the enterprise level.
- Research, draft, and edit articles, speeches, and testimony on the organization, missions, operations, and initiatives.
- Gather, develop, and check the accuracy of information from a wide range of sources.
- Analyze and advise the government on various phases of the planning, programming, budgeting, and execution process as it applies to the administration and management of all programs within the portfolio.
- Manage various internal meetings and management reviews.
- Coordinate inputs from subordinates on all activities for monthly status reports to the Contract Program Manager and or Business Area Manger.
- Must possess strong writing skills and ability to manage multiple on-going processes.
- MS Office suite of tools experience required: Livelink, SharePoint and Tasker Management Tool (TMT) experience highly recommended.
Qualifications:
- 20 years of experience performing acquisition management activities in the government (military and/or civil servant), federally funded research and development center, or profit/non-profit government support/development Contractor arena, of which Ten years shall include duties/assignments specifically in support of space acquisitions programs.
- Must be able to work independently and be capable of briefing products to the Directorate’s Program Management in a clear and concise manner.
- Experience required using standardized and specialized software applications such as, but not limited to, MAR Reporting Software -SMART/PMRT and Comprehensive Cost and Requirement System (CCaR) experience.
- 5 years of Microsoft Suite experience.
- 5 years of SMART/PMRT experience.
- 5 years of Comprehensive Cost and Requirement System (CCaR) experience.
Education:
- Master degree relevant to their area of expertise limited to the following: Management, Business, Acquisitions, Economics, Finance, Accounting, Mathematics, Technology, Engineering, and Operations Research. (A certificate [or any other similar type of certification] or equivalent will not suffice).
- TS/SCI Clearance
The typical pay range for this position is USD $188,000 - $225,000 per year, total package. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training. This position is also eligible for a discretionary annual performance bonus, retirement plan and other benefits (all included as part of package).
