What are the responsibilities and job description for the Accountant position at Step By Step Inc?
Step by Step Inc. is a privately held company with a rapidly growing market presence in City Of Wilkes Barre, PA. We are looking for an Accountant to join our team and perform a variety of accounting and financial tasks. The ideal candidate will have a solid understanding of general accounting practices, including bookkeeping, cash flow, and financial reporting. This position will report directly to the Controller.
Financial Reporting
- Assists in the preparation of the Agency’s annual audit and contracted entity reporting requirements, inclusive of report schedules and footnotes, income and expenditure reports, and ICF ID 46 and supporting salary schedules (monthly, quarterly and annually).
- Prepares, remits and reconciles to the GL; PR taxes, UC, Mercantile forms, Unclaimed Property, etc.
Fiscal Liaison (Service Line Accountant)
- Works with Controller and Project Manager (Finance Department) to prepare monthly monitors, applying uniform projection methodologies.
- Analyzes monthly revenues and expenses and offers suggestions for program stability and changes as necessary.
- Ensures revenue and expense projections and program models are realistic.
- Attends monthly regional monitoring meetings and follows up on open issues and concerns.
- Serves as a fiscal resource via assisting Vice President(s) of Operations with the development of program budgets, ensuring accuracy, consistency, and the provision for overhead charges. Crosswalks Agency budget completion to required budget form submissions.
- Monitors the Operating Revenues and Accounts Receivable (A/R) related to all counties/programs in their respective service line and maintains A/R aging schedules for these programs.
- In concert with A/R staff, monitors outstanding billing and payment issues in their respective service line and keeps their supervisor aware of these issues and their status.
- Maintains contract allocation schedules for their respective service line for cost allocation purposes.
- Provides service line fiscal support and recommendations to service line management.
- Performs financial reviews and audits of service line billing and financial functions, i.e., Petty Cash, Client Funds, Census and Billing Processes, etc. as directed by the Controller.
General Accounting and Support
- Maintains programs in internal and external systems (Dynamics 365 Business Central, CX 360, DATIS, Step By Step site database, HCSIS, PROMISE, MITC, EHR, NPI, shared fiscal files, other).
- Prepares monthly statement of operations, routine expense entries, fee-for-service billing schedule, payroll deductions and the respective journal entries as necessary.
- Compiles and reconciles Fixed Asset information for Furniture and Equipment, Motor Vehicles, Building and Leasehold Improvements, and Buildings, including the capitalization and depreciation of assets considering PA Chapter 4300 regulations and GAAP requirements.
- Supports the coding of cash receipts, reconciles cash accounts on a monthly basis and prepares cash analysis schedules.
- Analyzes and reconciles various assets, liability, revenue and expense accounts to the GL and prepares adjusting journal entries as well as expenditure schedules for contracted entities as required.
- Support for various employee benefit account reconciliations and analyses.
- Prepares Administrative, Program Management and other cost allocations.
- Must have the ability to understand, access, and manipulate data to create useful information and accomplish internal and external reporting requirements.
- Support the annual audit via the gathering of financial information at the request of the external auditors.
- Prepares reports and schedules as requested by the Controller, Project Manager, and/or Vice President of Finance/CFO
- Performs other duties and projects as assigned by the Controller, Project Manager, and/or Vice President of Finance/CFO.
- Duties of the Accountant I, Senior Accountant, Fiscal Technician, and Senior Fiscal Technician are interchangeable as determined by the Controller and/or Vice President of Finance/CFO.
- Other duties and projects as assigned.
Education and/or Experience:
- Bachelor’s Degree in social services, or
- High School Diploma/GED and 60 college credits in social services or related field and 2 years direct care experience in behavioral health, or
- High School Diploma/GED and 5 years direct care experience in behavioral health.
- Must be able to work with individuals with a severe and chronic mental illness.

Salary : $49,700 - $62,900
