Job Summary:

We are currently seeking a skilled Community Manager to join our team, focusing on affordable housing. The ideal candidate will bring a wealth of experience in affordable housing management, a deep understanding of HUD and Housing Authority policies, and a commitment to excellence in resident services. This role is pivotal in ensuring the smooth operation, maintenance, and community engagement within our affordable housing properties.

Essential Functions:

  • Manages and oversees the daily operations of affordable housing properties, ensuring a high standard of maintenance and resident satisfaction.
  • Oversees maintenance and leasing staff employees.
  • Executes the business plan for the community.
  • Achieves the highest possible net operating income through effective cost control.
  • Maintains high occupancy levels.
  • Develops marketing plans while remaining informed of market conditions and understanding competitive pricing.
  • Prepares all requested operational and financial data to Regional Manager in a timely manner.
  • Manages the P&L budget and finances for the community.
  • Completes and analyzes market surveys on a monthly basis.
  • Maintains a high-quality on-site team through effective management training, setting and communicating clear standards, and leading the team in fulfilling their highest potential.
  • Implement or direct the implementation of all policies and procedures in the company policy and procedures manuals.
  • Leads team meetings.
  • Ensures that all physical aspects of the property are fully operational and safe at all times.
  • Schedules vendors to ensure that all vacant units are kept ready for occupancy.
  • Visually inspect grounds, buildings, and apartment units on a regular basis.
  • Learn and operate property management software programs.
  • Responsible for screening new rental applications by running credit checks, confirming employment and prior rental. Discuss with Corporate Office for final approval or denial.
  • Ensure all income is deposited daily to the bank and that it is then applied accurately to the residents ledger.
  • Prepare and serve all legal notices as directed by the Corporate Office staff.
  • Maintain and perpetuate Fair Housing policies and procedures.
  • Prepare the weekly leasing reporting, market survey, and monthly reports.
  • Be responsible for the condition of the property, amenities, leasing office and rent ready units.
  • Follow-up daily with traffic to the property.
  • Maintain leasing required documents.
  • Ensure the highest standard of curb appeal by walking the property and also by conducting open houses, resident events, etc.
  • Effectively communicate with residents and follow up.

  • Must be able to perform extensive standing, driving, walking, and climbing.
  • Ability to sit or stand and work with hands and arms for at lease (8) hours per day and five (5) days per week.
  • Interpret and follow a variety of instructions and procedures furnished in English written, oral, diagram, or schedule form.
  • Work under pressure with changing, ambiguous priorities.
  • Auditory and visual skills Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
  • Continuous physical activity includes frequent walking, standing, twisting, sitting, bending, lifting, reaching, kneeling, stooping, crawling, wiping, climbing, and occasionally pushing and pulling items weighing 30 pounds for distances up to 20 ft.

Expected Hours of Work:

The employee will be expected to be at work during the posted office hours as scheduled.

Qualifications:

Required Competencies:

  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • You may require the availability to work some nights, weekends, and occasional holidays. Regular attendance and active participation/planning at company functions and events is also required.
  • Perform numerical and financial calculations.
  • P&L and budgeting.
  • Ability to maintain a calm demeanor in emergency situations.
  • Attend and participate in all inspections including: SHRA, CTCAC, Fair Housing, Tax Credit, HUD, TCAC, HCD, CFHA, HOME, USDA, RD, etc.
  • Responsibility for ensuring regulatory compliance and have a thorough understanding of the LIHTC and HUD programs.

Minimum Qualifications:

  • Bachelors degree: or two years related experience.
  • Working knowledge of eviction law, Fair Housing mandates, and other legal issues affecting property management.
  • 3 years experience as a Property Manager is required.
  • 2 years experience with Affordable Housing Tax Credit program, HUD program, and USDA program are required.
  • Strong verbal and written communication skills are required along with hands-on management style and thorough understanding of affordable housing and the California Landlord Tenant Laws.
  • Ability to write and interpret financial budgets, reports, and correspondence.
  • Valid Drivers License.
  • Pass a background check.

Preferred Qualifications:

  • Ability to communicate in a second language, preferably Spanish.
  • ARM, CPM, or CAM are highly preferred.
  • Knowledge of various computerized platforms Yardi, Grace Hill preferred.
