Brief Overview of Position:
Strategic Operational Solutions (STOPSO) is seeking candidates for a Project Manager role to lead support of an opportunity. The effort requires multi-year support to the organization by providing a wide range of instructional support services. The overall goal is to provide support that include graphics, still photography, video production, classroom audiovisual technical support, electronic publishing, TechLab and Immersive Training support, and printing and document reproduction services.
Description of Duties:
- Serve as the overall lead, manager, and administrator for this TO
- Coordinate internal resources, AV Staff, staff from other FSI Departments, (instructors and non-technical SMEs), and third parties/vendors in the execution of projects
- Ensure that all projects are delivered on-time, within scope and within budget
- Developing project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility
- Ensure resource availability and allocation
- Develop a detailed project plan to track progress
- Use appropriate verification techniques to manage changes in project scope, schedule and costs
- Measure project performance using appropriate systems, tools and techniques
- Report and escalate to the COR or relevant AVF personnel or project stakeholders as needed
- Perform risk management to minimize project risks
- Designs or conducts analytical studies, cost-benefit analyses, or other research
- Evaluates, monitors, or ensures compliance with laws, regulations, policies, standards, or procedures
- Performs market research for audiovisual services, equipment, products, supplies, property, or other items
- Leads projects to integrate audiovisual systems and subsystems
- Develops audiovisual systems testing strategies, plans, or scenarios
- Identifies standards or requirements for infrastructure configuration or change management
- Participates in change control (for example, reviewing configuration change requests);
- Develops or implements information systems security plans and procedures
- Ensures appropriate product-related training and documentation are developed and made available to customers
- Meet with CO, COR, ACOR, or GTM as needed regarding assignments, contractor performance and/or conduct, planning, and status updates.
- Inform the CO, COR, or ACOR of issues requiring Government attention.
- Design and maintain spreadsheets to monitor contractor staffing allocations.
- Participate in client meetings and have current, accurate information to report regarding program performance.
- Provide timely reports as required and requested.
- Proactively anticipate risk issues and provide mitigation plans
Note: The PM shall be an employee of the prime contractor
Education, Experience, and Security Requirements:
- A Public trust clearance
- Bachelor’s degree is required
- Minimum of four years of professional experience as a project manager
- Proven working experience as a project manager in the information technology sector
- Excellent client-facing and internal communication skills
- Excellent written and verbal communication skills
- Solid organizational skills including attention to detail and multi-tasking skills
- Strong working knowledge of Microsoft Office
- PMP or PRINCE II certification is required
- It is preferred the PM have:
- Solid technical background, with understanding or hands-on video production, graphic design, instructional design, distance learning, and interactive TechLab learning environments (both VR and CAVE systems) preferred
