Strategic Analysis, Inc. (SA) seeks an experienced Contract Specialist to support our Space Development Agency (SDA) client. The ideal candidate will have prior experience working in a fast-paced organization, performing contract management or related support functions for the DoD. Experience with research and development procurement is highly preferred.
SDA is responsible for the development and fielding of DoD’s future threat-driven National Defense Space Architecture. SDA is using novel approaches to accelerate military space capabilities to ensure U.S. technological and military advantage in space for national defense. This is an exciting role offering the chance to work in a new, dynamic, and collaborative Defense Agency with experts from across the space domain who are experienced in delivering capabilities to the warfighter and are passionate about the SDA mission.
On-site work in Chantilly, VA is required. In the current environment, our workforce is teleworking near full-time within the Washington, DC area.
As a Contract Specialist, you will:
- Assist the Contracting Officer in the development and execution of acquisition actions, including grants and other forms of non-procurement and innovation acquisition strategies and methods.
- Support all aspects of cradle to grave management of a wide range of acquisition instruments for a broad range of products and services.
- Execute program and contracting activities related to the acquisition of extremely complex products and services; analyze various possible alternative courses of action.
- Provide guidance and support to include an integrated approach across components in the areas of acquisition strategy, contracting processes, customer support, contract pricing, program analysis, product development, and readiness.
- Support development of Agency acquisition regulations, policies and procedures; publication of Broad Agency Announcements (BAAs), research announcements, and program solicitations.
- Use Standard Procurement System, Procurement Desktop - Defense (PD2), Prism, or any follow-on DoD-mandated contract writing system to draft contract documents and amendments.
QUALIFICATIONS
Clearance: An active DoD Secret or higher clearance is required. TS/SCI is strongly preferred.
Education: A bachelor's degree, preferably in business administration, finance, or accounting., from an accredited institution is required. Degree requirement waived in lieu of recent and relevant work experience, to include active duty military or other experience working procurement activities in support of a DoD contracting office.
Experience/Skills:
- Experience in federal government procurement and acquisition activities and regulations (DoD preferred), contract administration and negotiation, cost and pricing analysis
- Minimum of three (3) years of recent and relevant DoD contracting experience is preferred to include:
- Developing, preparing terms and conditions in proposals related to the award of contracts
- Negotiating and awarding contracts, contract modifications, and/or subcontracts
- Participation in negotiating, awarding, or administering contracts, or the analysis of procurement policies and procedures
- Administering the terms and conditions of contracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination
- Analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production
- Efficiencies and evaluating methods of allocating cost through various types of overhead and general and administrative expenses
- Formulating policies and procedures for the acquisition of goods or services, participating in procurement management reviews and contract clearance, or developing positions on claims and protests related to contracts
- Expert Microsoft Office Word and Excel, experience in analyzing data sets of numbers, and writing clear and concise reports
- Procurement Desktop Defense (PD2) contractual software and R&D contracting experience a plus
- Strong interpersonal and communication, written and oral, skills
- Ability to coordinate across large groups of people at multiple levels
- Ability to adapt and shift priorities to meet client requirements
