INTRODUCTION

The incumbent is responsible for performing duties as a substitute Training Instructor for the Facilities Maintenance vocation skills training program, as well as performing a variety of routine, preventative, and emergency maintenance duties for the Center.

The incumbent assists students, peers, and subordinates in understanding the relevance of, and promotes the development of positive social skills among students through modeling appropriate behavior, positive intervention, and positively intervening and teaching appropriate employability skills for workplace success. Participates in the Center Behavioral Management System (BMS) and/or the Student Code of Conduct (SCC) program as necessary to insure proper workplace conduct, appearance and behavior. Sets a positive example as a role model to students by displaying appropriate etiquette, timeliness, and dress.

MAJOR DUTIES

This position is responsible for the following maintenance related duties including providing assistance in planning, managing and executing the Center's maintenance management plan in coordination with the Work Programs Officer, Assistant WPO, the Facilities Maintenance Instructor and others as required. On a regular and recurring basis leads 3 or more advanced Maintenance Students performing maintenance related duties.

Maintenance and repair of plumbing systems and fixtures; sealing leaking joints; unclogging drains; soldering and caulking, etc.

Installation, repair and maintenance of interior and exterior electrical systems, fixtures, appliances, fire alarm system and the controls of refrigeration and air conditioning systems. Work requires troubleshooting, testing, repairing, overhauling, and modifying of electrical circuitry, utilizing electrical principles and formulas and their applications to the equipment and systems repaired.

Instructs proper methods of setting up welding equipment, adjustment for amperage, gas flow, preventative maintenance, electrodes selection based on joint requirements, metal identification and safety.

Painting, including mixing paint, preparing surface by scraping, sanding; Using Removers; patching cracks and holes; applying primer and using brushes, rollers and spray guns.

Concrete and masonry repair, including preparation of mortar; repair of holes and cracks and curing and finishing concrete.

Building repair, including repair of sills, beams, joists, studs and rafters, exterior walls, roofs, doors and window, interior walls, floors.

Maintenance of grounds including use of hand and power tools, application of chemicals, repair or irrigation systems. Instructs students how to read and apply specific instructions for such items as workorders, specific installation instructions, schematic drawings or blueprints.

Assists Center Safety Officer by monitoring, and inspecting safety practices and work practices, providing instructions on any required safety procedures and measures related to handling tools, equipment, ladders, scaffolds, storage and use of paint and other flammable products; handling electrical circuits, appliances and fixtures to avoid personal injury or damage to property, and documenting findings and activities related to ensuring safe operations and compliance with applicable regulations. Estimates and completes materials requisitions and occasionally will pick up approved purchases from local vendors.

Manages the Hazardous Waste Program including storage, recycling, disposal and reporting of Hazardous Waste Materials. The incumbent will ensure proper care, storage and use of materials and the management of industrial hygiene issues including radon asbestos, lead, mold and hexavalent chromium. The incumbent will provide advice on appropriate procedures for working on or around these issues. The incumbent may be called upon to conduct sampling and maintaining appropriate records.

In coordination with the Work Programs Officer, Assistant WPO, or other Training Instructors, the incumbent implements a flexible on-the-job and classroom training instruction program, utilizing specific Facility Maintenance TAR (training achievement record) competencies and on-the-job training to instruct students ages 16 through 24. The incumbent is responsible for implementing, monitoring, and explaining technical and trade techniques and procedures, methods, and processes such as safety procedures involving cleaning, reinstalling or replacing defective parts of components and systems, using a variety of testing equipment to check, repair, make settings and adjustments.

Instructs students in the use of shop machinery and develops student knowledge and skill in the use of various repair manuals, proper use of trade hand tools, and understanding accepted shop practices, as well as practical application of theories, concepts taught by the Training Instructor. Basic functions include planning the training sessions, obtaining textbooks and educational materials for use in the classroom, conducting the sessions, evaluating the students' progress and advising and counseling individual enrollees.

Additionally, the incumbent provides vocational, education, and personal counseling as related to practical, on-the-job experience and reports back to the Vocational Instructor on each student's progress and any issues or concerns that may arise. This on-the-job training enables students graduating from the Facilities Maintenance Program higher level skills that leads to employment in Industrial Maintenance vocations. Performs other duties as assigned.

Must possess valid State Driver's License.

SKILL and KNOWLEDGE

Knowledge of grounds and facility maintenance practices, methods, and processes, and their levels of difficulty.

Skill in performing building maintenance repairs (e.g., electrical, plumbing, carpentry, heating and cooling, painting, etc.), in order to identify and perform routine, preventative, and emergency maintenance.

Knowledge of equipment operation and maintenance (e.g., power tools, mowers, weed eaters, automatic sprinkling systems, backhoe, loader, tractors, etc.) in order to perform grounds maintenance and minor construction activities.

Knowledge of lawn chemical application methods in order to apply fertilizer, herbicides, and pesticides.

Knowledge of safety and health standards (in particular those pertinent to carpentry, plastering, general construction, welding, painting, welding, electrician, etc.) in order to apply Job Corps safety requirements to the work environment. Skill in organizing and conducting safety meetings and providing basic safety training.

Practical knowledge of the principles and techniques of instruction and training.

Practical knowledge of imaginative approaches in adapting materials to the students' needs and idiosyncrasies, resulting in maximum benefits for them.

Practical knowledge of guidance and counseling techniques in order to use them in individual or group sessions with students regarding their educational, vocational and personal goals and personal-social problems.

Knowledge of and utilization of various Job Corps related databases and software in order to perform and process work assignments.
