Job purpose:                                             
This position manages, through subordinates, all operations and activities related to the maintenance of all company equipment including but not limited to locomotives, rail cars, , rolling stock, maintenance of way equipment, and company vehicles. Accountable for establishing and accomplishing departmental goals and objectives.

Duties and responsibilities:
Assumes full management responsibility for all departmental maintenance services and activities including                                  , locomotives, rail cars, rolling stock,, maintenance of way equipment, and company vehicles; recommends and administers policies and procedures.
  • Manages the development and implementation of departmental goals, objectives, policies, and priorities for each assigned service area.
  • Establishes staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
  • Develops, plans, directs, and coordinates the Maintenance Department's work plan, goals, objectives, policies, and procedures. 
  • Assigns projects; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
  • Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
  • Plans, organizes, assigns, administers, directs, reviews, and evaluates departmental programs.
  • Monitors developments and legislation related to railroads; evaluates impact upon operations; recommends and implements policy and procedural improvements.
  • Selects, trains, motivates, and evaluates Maintenance personnel; provides or coordinates staff training; works with employees to correct deficiencies.
  • Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as necessary.
  • Represents the Maintenance Department to outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of maintenance.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints

Qualifications:
  • Experience working with railroads is highly desirable.
  • Bachelor’s degree in Maintenance, Engineering, or related field.
  • Seven (7) years of professional experience in a major maintenance program which must include at least two (2) years of managerial experience.
  • An understanding of preventive maintenance planning.
  • Possess working knowledge of safety of fleet and maintenance.
  • Related experience with Federal, State, and local laws, codes, and regulations.

  • Managing a comprehensive multi-disciplined maintenance program.
  • Developing and administering departmental goals, objectives, and procedures.
  • Analyzing and assessing policies and operational needs and making appropriate adjustments.
  • Identifying and responding to sensitive community and organizational issues, concerns, and needs.
  • Delegating authority and responsibility.
  • Selecting, supervising, mentoring, and evaluating staff.
  • Preparing and administering complex budgets.
  • Interpreting and applying applicable Federal, State, and local policies, laws, and regulations.
  • Communicating clearly and concisely, both orally and in writing.
  • Establishing and maintaining effective working relationships with those contacted in the course of work.
Working conditions:
This job requires work in an office and shop environment and occasionally outdoors in all weather conditions. Proper use of PPE equipment is required depending on job activities. This job may also require occasional travel out of town.

Physical requirements
  • Capable of conducting 40 hours of work a week.
  • Physically capable to traverse in and around office and shop facilities and on railroad property.
  • Be able to climb up and down railroad equipment.
  • Be able to lift 0-25lbs frequently, 25-50lbs infrequently.
