POSITION SUMMARY The Fleet Safety Compliance Manager oversees the driver and equipment qualifications processes in compliance with FMCSA regulations and company standards. This role supports field operations through the establishment, implementation, communication and training of organizational regulatory compliance policies, procedures and systems. The position is responsible for maintaining records in compliance with FMCSA regulations and company policy. This position will provide support for ensuring proper insurance coverages. This position will also lead the compliance and qualification team for the applicable line of business. Essential Duties & Responsibilities: Effectively evaluate, monitor, analyze and identify all driver compliance and non-compliance issues, and resolve them in a timely manner. Assist in the development and establishment of compliance controls, procedures, and operational processes. Promote a proactive fleet safety program modelled on the Plan, Do, Check, Act focused on internal auditing and continuous improvement goals that benefit the business risk reduction goals through consistent and accurate daily, weekly, and monthly audits aimed to increase compliance and productivity. Assist in the management of internal and external compliance reporting, providing compliance and program advice and assistance, conducting compliance investigations and education program. Responsible for conducting and effectively managing all tasks associated with: Driver Qualifications and Onboarding including administration of client security requirement programs, medical qualifications and licensing requirements. Recordkeeping for regulated and safety-sensitive positions including the processing of applications, regulatory required documents, and organizational required documents. Recordkeeping for fleet and insurance required documents, including DVIRs, maintenance records, certificate of insurance, and repairs. Share data analysis and safety data insights to foster a collaborative team approach to solving compliance challenges. Coach applicable team members and leaders on compliance initiatives and changes to internal processes and requirements. Manages and facilitates fleet licensing and permitting duties, including: Register and maintain titles for all company owned equipment. Maintain registrations and registration databases for all company owned equipment. Coordination of permit books, as applicable for all current and new assets. Serve as Administrator for fleet management software system, stays abreast of system updates and changes, new features and releases, and training opportunities. Validate and process billing for safety related accounts, including for telematics providers, TPA, and background screenings. Communicate effectively and professionally with all departments regarding onboarding status on drivers, trucks, and contractors. administer random drug and alcohol program in compliance with FMCSA. Participates and prepares for audits to ensure FMCSA compliance. QUALIFICATONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education & Experience: Bachelor’s degree in business, logistics, supply chain management or related field, and 5 years related experience; or equivalent combination of education and experience. Thorough understanding of DOT and FMCSA safety regulations. Travel: Ability to travel as needed. Strong knowledge of Microsoft Office Suite and Tenstreet. Proficient mathematical skills to apply concepts to practical situations and compute and interpret numerical data. Ability to learn and effectively use software applications. Maintain highests levels of integrity and confidentiality. Ability to handle confidential information with discretion and exercise good judgment in dealing with sensitive information. Knowledge of legal requirements and standards around safety practices. Expertise and extensive knowledge of FMCSA regulations and standards. Must possess a high level of reasoning ability and common sense to resolve complex problems and analyze data and information accurately. Ability to train personnel and work effectively in a team. Exemplary organization and problem-solving skills. Ability to work under minimal supervision and with a strong sense of self-motivation in a fast paced environment. Strong analytical ability and high attention to detail. Ability to multi-task and manage time effectively.
