Health, Environmental, Safety and Security (HESS} Manager
Health, Environmental, Safety and Security Manager administers regulatory compliance, training, permitting, internal/external audits, and risk management associated with HESS activities in support of the execution of daily operation across the terminal in line with the company's core values of accountable, integrity, cares, safety and stewardship. This position reports directly to the Vice President of Shared Services.
Roles: (General role overview)

  • Regulatory Compliance – ensure that the terminal complies with regulations published by OSHA, TCEQ and state occupational safety agencies. This involves reviewing standards, implementing plans to meet those standards and following all recordkeeping requirements; oversees the regulatory compliance strategies of the company; develops, implements, and oversees standard operating procedures in compliance with applicable federal and state laws, statutes, and regulations.
  • Training - Identify, organize and facilitate learning and development of HESS subjects. Expedite acquisition of the knowledge, skills, and abilities required for effective job performance; seek input from all employees to identify risks facing the organization and then use a team approach to develop methods of minimizing or preventing risks.
  • Permitting - Oversee environmental permitting to provide maximum throughput of Process Unit, dry/liquid commodities; monitored discharges to the air, water and soil so they remain within acceptable standards that protect human health and the environment and remain compliant with applicable federal and state laws, statutes, and regulations.
  • Audits - conduct or organize internal or external (3rd party) HESS audits to identify different levels of risk in each work area examined, whether programs and policies are meeting a company's goals and comply with applicable laws or regulations; record/report on findings to promote improvement.
  • Emergency Preparedness - plan/conduct or organize drills/exercises using internal or external (3rd party) resources familiarize participants with current plans, policies, agreements and procedures; use lessons learned to amend/improve plans, policies, agreements, and procedures.
  • Incident Investigation - reviews/conducts an investigation to determine why the incident happened; may question witnesses, inspect the accident scene and take pictures of any property damage.
  • Risk Management - manage the safety of the employees and contractors while on site; upon occurrence of incident, or near miss investigate the incident, report it to the proper authorities, review/complete incident report, develop practices/procedures to avoid any future incidents and train managers and staff on the new practices/procedures.

Responsibilities: * (All job functions)

  • Developing HESS Management Policies - evaluate the workplace environment and develop HESS management policies that identify and define the HESS responsibilities of all employees. This involves assessing the nature of business activities, number of employees and existing policies.
  • Coordinating with the PSM and Training Manager on training Programs - continually maintain an appropriate level of awareness, knowledge and preparedness across the organization; track/coordinate/conduct training programs for employees.
  • Investigating Workplace Incidents - investigates such incidents, establishes the causes and recommends preventive action against a recurrence; ensure that workplace tools and equipment meet industry standards and installed properly, as defined by the Occupational Safety and Health Administration.
  • Reporting - prepares monthly/quarterly/annual reports (internal/external); reports may include workplace inspection, training, safety and property damage incidents, and security events and required regulatory reporting; conducts all emergency external reporting to federal, state and local agencies, as needed.
  • Other duties as assigned.

Expectations: * (SMART)

  • Bachelor's Degree/Master's Degree in Safety, Industrial Health & Safety, Environmental Science, Industrial Hygiene or related discipline.
  • Fifteen or more years of experience in Safety, Health, Environmental and Security OR any appropriate combination of education and experience.
  • Proficient in Microsoft Office.
  • Strong knowledge of USCG, EPA, OSHA, NEC, NFPA, FRA and TTB, rules and regulations.
  • Strong knowledge of Federal and State occupational safety and health regulations.
  • Effective organizational skills to prioritize within tight deadlines.
  • Must be highly motivated, self-starter who possesses strong interpersonal skills, capable of building strong positive relationships and possess strong analytical skills.
  • Collaborate with others in order to achieve the best results and deliver the most value.

  • Specialized training and certifications maybe be required to completed and maintained.
  • Must possess a valid driver's license and TWIC.
  • Required to participate in an Emergency Response Team (ERT); please understand that participation in the ERT is both an expectation and condition of employment.

Qualifications and Education Requirements: * (list preferred and required qualifications)

  • Must be 18 years of age.
  • High school diploma or GED is required.
  • Regulatory awareness/conscientious
  • Previous supervisory experience
  • Certification in a HESS function

  • Employee may be required to go into confined spaces, climb ladders, scaffolds, and working at heights.
  • Must be able to perform work wearing personal protective equipment including but not limited to rain gear, chemical protective clothing, safety harness, FRC coveralls, hard hat, ear plugs and safety glasses, etc.
  • Ability to work at elevated heights, including using lifts, ladders, and stairs.
  • Frequently required to sit, stand, walk, reach with hands and arms, climb or balance, stoop, kneel, crouch and crawl.
  • Work is done outdoors; must be comfortable working in all weather conditions.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Ability to lift up to 50 pounds.
