What are the responsibilities and job description for the HQ USAF Wargame Deputy Red Lead / Operations Planner position at Sumaria Systems LLC?
Activity Supported:
USAF wargaming consists of multiple nested events that build upon each other in the study of force posture and design to achieve CSAF objectives. Each wargame consists of multiple task, functional, and cross-functional specific workshops, joint and combined operational planning events, table-top exercises, vignette driven explorations, and strategic forums. Each Title 10 wargame consists of at least six one-week workshops each comprising approximately 50-200 people, six additional one-week events comprising 20-50 people, and a two-week “Capstone” execution event typically consisting of up to 400 participants. Title 10 wargame campaign cycles operate on a biennial basis. Planning and execution for individual games generally takes 9-12 months, with approximately one large wargame per year. The large wargame series executes concurrently with smaller events and wargames as directed by the AF/A5/7 which may require contractor support. An example of a Title 10 wargame is Global Engagement.
Job Description:
- Supports HQ USAF wargames before, during, and after wargame execution.
- Engages with USAF and extra-USAF organizations in designing, planning, developing, recruiting players, facilitating execution, adjudicating game turns/moves, assessing outcomes, conducting post-game analysis, and developing wargame reports and briefing materials.
- Principal Red operations facilitator, assists Red lead and planning team
- Conducts open source and classified research and analysis related to adversary tactics, techniques and procedures to ensure operationally sound enemy presentation
- Provides leadership, management, and direction IAW the Joint Planning Process to ensure coherent Red plans that meet game objectives
- Organizes, manages, and facilitates Red wargame participants to achieve game objectives
- Manages Red data collection during wargame events
- Manages Red post-game analysis and drafting of wargame reports
- Assists in data management; coordinates Red force structures and order of battle, and ensures accurate representation in the appropriate systems
- Contributes to development and execution of wargame design, objectives, and analysis plans to include Wargame scenarios, force structures and order of battle, and manning
- Supports development and dissemination of post-game outcomes for senior leaders and stakeholders
- Participates in non-AF Wargaming wargames if directed
- Assists in accomplishing staff taskings/actions as directed
- Supports the design of wargames to meet a variety of purposes and objectives.
- Analyzes, interprets, and prepares briefings on operational concepts, military strategy, and doctrine as they pertain to wargaming design and objectives.
- Engages with USAF and extra-USAF partners to recruit participants and contributions to the Blue, Red, Adjudication, Assessment, and Control teams.
- Prepares reports, talking papers, and related material regarding the wargames, to include briefings, documents and presentations to senior AF and DoD leadership.
- Supports the development and tailoring of wargame scenarios and vignettes.
- Builds wargame specific documents (such as wargame orders, tasking directives, and calling messages).
- Provides and maintaining a high level of subject-matter expertise for wargame support, participation, adjudication, facilitation, and analysis.
- Participates in mission-partner wargames and workshops as required to provide subject matter expertise and stay apprised of activities in the military wargaming community.
- Provides technical and analytical expertise and support to investigate, analyze, and assess existing and emerging AF roles, missions, and capabilities, and those of sister-Services and Combatant Commands, for wargame design, objective analysis/assessment, manning, execution, and adjudication of gameplay; and to evaluate options for future AF force design and posture.
- Aids Government personnel in engaging and integrating analytical organizations both internal and external to AF Futures and HQ USAF in wargames to develop and execute an objectives analysis plan.
Required Skills/Education/Years of Experience:
- Shall possess a graduate degree with a minimum of 14 years in an Air Force operational unit (squadron or group level) with at least 2 years above the Wing level (i.e. CCMD, MAJCOM, AOC, etc.).
- In addition, 2 years of experience in wargaming, concept development, operational planning, and/or strategic assessments.
- Documented experience in and working knowledge of the Joint Planning process is required.
- Documented experience in leading mission planning cells is required.
- Experience in adversary operations, Advanced Study Group or Weapons School graduate is highly desired.
- Must have excellent oral and written communication skills.

Security Clearance Required: TOP SECRET/SCI (TS/SCI) eligible security clearance is mandatory.

Work Location: The primary duty location is Joint Base Andrews, MD. Occasional work presence will be required at AF Futures spaces at the Pentagon, Joint Base Anacostia-Bolling, or elsewhere in the NCR, as mission requirements dictate.
