Description of Department:

The Department of Residence Life and Housing at SUNY Oswego is a leader in developing a premier residential environment where students are actively engaged in their learning experience. The Residence Life and Housing Department at the State University of New York at Oswego invites applications to fill a full-time Finance Assistant.

Compensation: Salary is $47,000 (commensurate with experience)plus full New York State benefits package.

Description of Responsibilities:

Reporting to the Associate Director for Occupancy and Business Operations, the Finance Assistant is a 12-month, full-time, professional staff member in the Office of Residence Life and Housing (RLH). The Finance Assistant will be responsible for accounts payable and purchasing for the RLH department, assuring internal budget procedures, payroll, analyzing accounts, and creating reports to help track all allocated funds. The Finance Assistant will be expected to work collaboratively with all members of the organization to amplify awareness of fiscal positioning and honor attention to detail in the process of auditing allocation, expenditure, and revenue balances.

Residence Life and Housing at SUNY Oswego includes the operations, programs, and services for a residence hall system comprising 13 residence halls, housing approximately 3500 students, and generating an annual revenue of approximately $35 million. RLH leads the development of the strong residential character of the SUNY Oswego campus and provides a common core experience for much of the undergraduate community. Situated within the Division of Student Affairs, RLH plays a critical role in furthering the mission and vision of the Division and in achieving institutional enrollment goals through cutting edge business services, direct interface with the holistic needs of students and their families, and nationally recognized residential education practices. RLH works to advance student attainment of General Education learning outcomes with residence hall initiatives organized through a curricular approach to residential education.

RESPONSIBILITIES:

Budget & Fiscal Management

  • In coordination with the Associate Director for Occupancy and Business Operations, support the development of the department operating budget and determine distribution of the allocated funds to department cost centers.
  • Maintain and analyze all department accounts for Dormitory Income Fund Reimbursable (DIFR), Dormitory Authority of New York State (DASNY) equipment replacement fund, and auxiliary accounts, including all purchasing and requisitions and accounts payable; provide monthly account reconciliation.
  • Manage general ledger and ensure all expenditures and deposits are aligned with key cost centers. Organize budget templates and data.
  • Track and analyze expenses to spot trends and procedural or communication failures in relation to charges and expenditures.
  • Assure that the internal budget management strategy of funding and revenues will continuously provide the necessary resources to accomplish RLH goals and mission, within policies and expectations of Finance and Administration.
  • Reconcile all accounts monthly including the identification and reconciliation of any account errors and consult the campus, SUNY, or Dormitory Authority of the State of New York (DASNY) finance office(s) when needed.

Auditing and Reports

  • Assist in preparation of cyclical and ad-hoc budget and financial reports for dissemination among internal and external campus departments.
  • Create quarterly audit reports of all state and auxiliary account lines and monitor overtime, FTE changes, and line item changes.
  • Update budget account codes to provide a breakdown of expenditures per their account code as to provide a deeper analysis of the budget.

Department Support

  • Reconcile all payroll of department professional and student employees.
  • Assist with staff onboarding and training.
  • Manage staff travel documentation and expenditures.
  • Serve as a line of support for hall access, such as lock change requests, millennium enterprises.
  • Assist in acquisition of department inventory including, but not limited to technology and furniture.
  • Other duties as assigned.

Requirements:

Required Qualifications:

  • Bachelor's Degree in accounting, business administration, or related field
  • 2-4 years of experience in a professional office
  • Demonstrated experience with Excel

Preferred Qualifications:

  • Experience with Banner System
  • Experience with Jaggaer financial system
  • Understanding of state purchasing processes
  • Ability to work with diverse team of staff members and support team development
  • Excellent written and verbal communication skills
  • Ability to maintain confidentiality and work discreetly with sensitive information.
  • Ability to manage multiple tasks.
