Buyer

SUMMARY DESCRIPTION

The Buyer is primarily responsible for determining what MRO items and services need to be purchased, sourcing, vendor selection and qualification, issuing and evaluating requests for quotation, and purchase order generation, purchase order follow-up to insure timely delivery to meet the internal requisition and regulatory requirements. In addition, the Buyer may be asked to assist in the follow-up and procurement of chemicals and/or packaging at the request of the Purchasing Manager. The Buyer operates under the direction of the Purchasing Manager.

PERFORMANCE EXPECTATIONS

• Maintain positive vendor relationships, both foreign and domestic.
• Monitor low stock status reports and other indicators to maintain an acceptable materials inventory to meet demand. Review stock status reports daily/weekly.
• Cost effective purchase and transportation of materials and supplies.
• Maintain accurate information on all inventories held at outside locations by vendors/manufacturers.
• File claims for short shipments and/or damaged shipments of incoming materials and supplies.
• Verify purchasing related invoices and freight bills for incoming materials and supplies (i.e. price, quantity, packaging, & specs.)
• Create and maintain MRO Catalog for frequently purchased items.
• Maintain information concerning cost changes, vendors, and lead-times.
• Maintain the Open Purchase order report.
• Assist with qualification of new vendors.
• Perform miscellaneous Purchasing related duties as assigned.

DIMENSIONS, TASKS AND ESSENTIAL FUNCTIONS

• Source new, cost effective suppliers for identified materials and services.
• Issue purchase orders and distribute copies of all purchase orders to the appropriate departments.
• Request samples from suppliers.
• Request quotes, minimums and lead times on items considered for purchase.
• Arrange for the inbound transportation of materials and supplies.
• Follow up with suppliers to make sure their committed delivery schedule is going to be met.
• Provide QC Manager and team with material specifications (i.e. C of A, MSDS, technical drawings from vendor/manufacturer) where applicable.
• Negotiate price and order quantities and place Purchase Orders for items as needed.
• Address quality, short ships and/or damaged shipments issues for incoming raw materials and supplies.
• Approve invoices of purchased products for payment.

AUTHORITY

This position reports to the Purchasing Manager.

SUPERVISORY RESPONSIBILITY

This position is not a managerial role and does not have any supervisory responsibilities.

CLASSIFICATION

This is a full-time, non-exempt role.

EDUCATION

College degree in business, purchasing, or related field, or equivalent experience.

WORK EXPERIENCE

Experience working in a GMP environment preferred

Excellent written and verbal communication skills

Strong problem solving abilities

3 years’ experience in the purchasing & manufacturing industry preferred

OTHER QUALIFICATIONS

Good human relations and oral/written communication skills

Computer proficiency in Microsoft Office programs

Demonstrated ability to learn, follow and help refine procedures with minimal oversight

Strong analytical / problem solving skills

Self-starter with willingness to expand expertise and skill base

Ability to handle multiple projects concurrently
