FINANCE DIRECTOR
West Fargo, North Dakota
Under administrative direction, the Finance Director is responsible for the management of accounting, debt/treasury management, special assessments, utility billing, budgeting, accounts payable/receivable, payroll, and investments of the city. This individual also provides management, leadership, and coordination over all areas of fiscal operations, forecasting, and analysis for the city.
RESPONSIBILITIES
- Directs the daily financial administration of the City; develops, executes, and manages the annual budget; manages investments; reconciles monthly bank statements; prepares various financial statements; performs short-term and long-term financial analysis and planning.
- Assesses risk and provides review of agreements and contracts for financial risk and financial needs and manages proper insurances and levels of coverage.
- Supervises and manages activities and work processes of a staff of professional and clerical employees engaged in maintaining the general ledger, payroll, purchasing, capital asset records, utility accounts, receipt and disbursement of funds, general reception, and budgetary functions of the City. Establishes guidelines and policies to ensure effective and efficient operations; organizes regular meetings; reviews, plans, and assigns duties; directs the work of staff; oversees staff training and development; provides work directives and guidance.
- Works with the external auditors to prepare annual audited financial statements in accordance with GAAP and GASB rules and regulations.

WHAT YOU'LL DO

REQUIRED
- Bachelor's degree in accounting, finance, or closely related discipline.
- 5 or more years of supervisory experience
- 5 or more years of payroll experience
5 or more years of experience in local government finances
PREFERRED
- Master's degree in accounting or finance
Certified Public Finance Officer
Certified Public Accountant
- Certified Payroll Professional
REQUIRED COMPETENCIES
- Must obtain certifications in FEMA's NIMS 700 & 800, ICS 100, 200, 300, 400 within 1 year of hiring.
- Knowledge of North Dakota state laws regarding local government requirements for special assessments and tax assessments.
- Ability to create and maintain effective working relationships with peers, superiors, other City departments, subordinates, vendors, contractors, external government agencies and organizations.
- Strong communication skills, both orally and in writing.

Pay: $70,863.30 - $85,340.76 per year
