JOB TITLE: Contract Administrator
JOB SUMMARY:
The Contract Administrator will be responsible for the SCA bidding process and procedures from start to finish in our target market areas. This is a key role in the growth of our company. This position will be accountable for the dynamic tracking of all customer contracts for each of our operating locations. The ideal candidate will bring a wealth of state & local government bidding and contract administration expertise to our high-growth company.

JOB DUTIES AND RESPONSIBILITIES
Monitor, research, qualify, communicate, and respond to all applicable DOT and Municipal Lettings, Solicitations, RFQs, RFPs, and ITBs
Manage the contract scanning process to ensure all agreements are housed electronically in Salesforce.
Manage the bid opportunities pipeline and maintain bid calendar and weekly activity report
Analyze Bids, RFQs, RFPs, and ITBs to create proposal outlines and response plans
Drive, manage, and take control of SCA’s government and municipal bidding process – “go to bidding expert”
Facilitate FOIA requests and help in the Bids department.
Process new and existing governmental contracts.
Manage and track the renewal process for all DOT, municipal and county contracts as well as commercial contracts.
Manage, track, and maintain all executed contract inventories across all SCA operating sites
Work with cross-functional bid team members to lead the preparation and submission response in formal bids
Manage the proposal development process to ensure on-time delivery of our bid proposals.
Communicate and collaborate with a variety of internal stakeholders including sales, operations, finance, key leadership, and other subject matter experts, as needed
The measure of success is the 100% accurate submission of each bid and contract renewal on time and in an organized and efficient manner
Update and sustain SCA’s contract inventory
Complete and/or distribute all applicable bid forms
Act as the central point of contact on assigned bids while leading the work of the Bid Teams
Solicit management reviews and approvals during proposal development
Monitor proposal content to ensure compliance with RFP requirements, evaluation criteria, and technical requirements
Reports to customers daily with updates on project completion (DWRs)
Schedules monthly work and sends schedules out to customers
Attends pre-construction meetings with SCA ops and DOT
Collects documents for driver files – Concorde – Clearinghouse Docs
Verify employee clock in/out times are correct
Order office supplies
Maintain vendor lists
Greet and assist visitors to the office
Handle incoming and outgoing mail
Accepts special assignments and performs other tasks as assigned.
Certified payroll reporting
Handles and routes customer/citizen complaints. Is the liaison between the client and operations.
JOB REQUIREMENTS
Bachelor’s Degree in business, Marketing, or Sales related discipline or transferable work experience
Minimum 5-7 years of sales experience in municipal, government, waste, and/or environmental services sales
2-3 years negotiating terms and contract specifications for customer
Knowledge of all facets of sales strategy and implementation including market research, customer prospecting, sales promotion, and customer retention strategies
Microsoft Suite Computer Skills (Outlook, Word, Excel, PPT)
Preferred
Customer Relationship Management (CRM) experience prefer experience with Salesforce.com.
Strong verbal, presentation and written communications skills
Ability to manage multiple tasks
Proactive and timely follow-up skills on leads, quotes and scheduling
