Looking for a Sr. Web Developer with Safesoft/FME experience to lead and assist in building integrations to and from Oracle Primavera Oracle Unifier. .NET
- The candidate must have extensive experience in Safesoft/FME for building RESTful Web Services between various On-Prem SQL Server Environments as well as Hosted licensed products.

For any processes that are not compatible with FME then development will be done through .NET development (C# or VB). Strong consideration will be considered for those candidates having both expertise.
The key components for this project include:
Implementation Services
- Design, configure and implement RESTful Web Services to Unifier between On-Prem and Hosted 3rd Party Systems
- Assist RIDOT staff to test and oversee acceptance of Unifier PMIS.
- Document all Integrations.
- Build Technical Architect Diagrams.
- Document all integrations.
- Provide Training and Support to State Staff.
- RIDOT would like PMIS to be fully functional and available for Piloting ONE Construction project beginning in November 2024.
- A full role out is expected 6-12 months thereafter.
Deliverables of Requested Services
- RESTful Web Services.
- Deliverables: Review existing integration strategy for the RIDOT systems needing to exchange information between Unifier. Identity, design, configure and implement RESTful API Web Services to Unifier and from external systems using a Middleware SQL Server.
- All development for integrations utilizing RESTful API Web Services to and from Unifier are to be done mostly through FME (Feature Manipulation Engine) by Safe Software Inc.
- For any processes that are not compatible with FME then development will be done through .NET development (C# or VB).
- RIDOT is open to utilizing 3rd Party Integrations tools to limit coding and to streamline processes.

Joint System Testing:
Deliverables: Create UAT Test Plans and oversee acceptance of integrations.
- Build Technical Architect Diagrams.
- Document all integrations.
- Provide Training and Support to State Staff.
- Create, Test and Document the plans for System Recovery in the event of system changes and or configuration errors for all Integrations.
- Deployment:
- Deliverables: Execute to Production by deploying all changes for the go-live date including go-live support.
- Ongoing Support

Summary of Scope of Requested Services:
RIDOT Background and Organization:
- RIDOT recently transitioned to a project management-based organization and is looking to modernize our current business processes and Project Management System.
- Our current system, called the Project Management Portal (PMP), is a web-based project management system that is mostly used to manage the construction portion of our projects.
- Awarded bids are entered into the system with itemized cost breakdowns, progress payments are issued and tracked based on these breakdowns and work performed.
- Contractor Daily activities, shop drawings and RFI's are also entered and logged by the system.
- The system is reliant on electronic tracking of paper-based materials.
- The intent of using Unifier is to update and modernize all our current business processes in the PMP.
- Unifier will be used to handle everything in the project delivery process.
- From hiring and managing design consultant contracts, managing the review of design submissions to inputting the results of construction bids to manage progress payments and managing construction projects through processing shop drawings, requests for information and change orders.
- Project Managers, Contractors, Design Engineers, and Resident Engineers will all be using the Unifier system to manage and contribute to projects from design through construction and final close out.
Respondent Qualifications:
Consultant Experience: Consultant Experience must include the following:
- A detailed description of any prior experience developing, establishing, managing, supporting FME RESTful API Web Services for Oracle Unifier PMIS Systems or similar system services for public and/or private clients.
- Favorable consideration will be given to candidates that have experience in .NET RESTful API Web Services developing with (C# or VB)
- Any other relevant information which may demonstrate that the Respondent has:
- a track record of successfully partnering with its clients to implement Oracle Unifier and achieve the goals set forth in the contract;
- a track record of successfully working with public sector entities; and/or experience, skills and competence in agile methodology.
Evaluation Criteria: The criteria below will be used to evaluate the respective components of each response. Ridot will evaluate the capability and capacity of the respondent to provide the specified services, including without limitation:
- Provides a comprehensive Statement of Work for requirements as stated in this SOW.
- Demonstrated skill, knowledge and experience developing, implementing, establishing, maintaining and managing FME RESTful API Web Services similar to that described in the scope of work and elsewhere in this SOW. Favorable consideration will be given to candidates that have experience working for public sector clients, especially public entities and having NET development (C# or VB)
- Quality of response and the thoroughness with which the Response addresses the SOW requirements, goals and needs of the Commonwealth as presented in the SOW.
- Explanation of time commitment to perform the requested services and the ability to complete the project within the timeline provided along with continued efforts for Phase 2 (Production) that will require 6 12 months of additional effort and production support.
