T E C Industrial is seeking a Procurement-Subcontracts Administrator to join our growing team. The Procurement-Subcontracts Administrator is a primary member of the Procurement-Subcontracts team.  This position reports to the Manager of Procurement and Preconstruction Services and will be based out of the Kingsport, TN Corporate office.

Responsibilities

• Supports multiple project sites for various clients, including Government sites.
• Responsible for issuing subcontracts for various types of work, including construction, engineering support, services, etc.
• Ensure requisitioners provide complete and compliant requests prior to issuance of orders.
• Issue RFPs and RFQs to obtain competitive pricing for project procurement.
• Ability to manage multiple active solicitations and subcontracts simultaneously.
• Execution of compliant and complete subcontract files.
• Negotiation of terms and conditions with vendors and subcontracts as needed.
• Expand supplier base by identifying and vetting new vendors and subcontractors.
• Daily interaction with all functional areas including estimating, finance,  project management and project controls.
• Maintain knowledge of all client requirements, including commercial and government contracts.
• Mitigate risk by completing thorough vetting of new suppliers and continual assessment of existing suppliers.
• Monitor supplier/subcontractor performance and resolve issues and concerns.
• Analyze industry and demand trends to support senior management in developing and implementing sourcing strategies.
• Support daily activities of Field Procurement.
• Serve as a back-up for Corporate (Home Office) Procurement Personnel.

Qualifications

• 3-5 Years Procurement/Subcontract experience in an Industrial construction environment.
• Skilled in Microsoft Office
• Ability to navigate ERP system (Sage/Timberline)
• Working knowledge of FAR and DFARS is preferred.
• Industrial experience in developing new sourcing needs; vendors and subcontractors.

The usual and customary methods of performing the job’s functions are sedentary but may require the following physical demands: occasional lifting, carrying, pushing and/or pulling up to 20 pounds; some climbing and balancing; some stooping, kneeling, crouching, and/or crawling and significant fine finger and motor dexterity; exposure to outside weather conditions and.  This role routinely uses standard office equipment such as computers/printers/scanners/fax machines, phones, filing cabinets, etc.  Employees must have the ability to transport necessary equipment and supplies and set-up for meetings, etc.  The employee must have a current driver’s license and can travel to various locations at times for various reasons.
