Scope of Work:
This position is responsible for the Contract and Supply Chain Management functions supporting Department of Defense Public Works contracts. Site-level Finance, Information Technology, and Human Resources personnel also report to this position. Other requirements include strong verbal and written communication skills, strong analytical skills, and strong leadership skills. Successful candidates will demonstrate a strong knowledge of current best practices in Contract and Supply Chain Management. Candidates must be able to successfully complete a drug/alcohol test and a criminal background check and may be required to obtain and maintain a security clearance, including successfully completing a background investigation. Candidates must have a safe driving record within the past 36 months, as defined by company policy.
Responsibilities:
- Cradle-to-grave administration of contract and subcontract management, with the primary goal of protecting the company’s business interests and providing for successful contract execution in accordance with company policies, procedures, legal requirements, and customer specifications.
- Ability to negotiate contract modifications, monitor funding and expenditure rate requirements to ensure sufficient funding and to avoid contract risk.
- Develop pricing models for Performance Work Statement (PWS) changes.
- Manage Collective Bargaining Agreement (CBA) commitments, Service Contract Act (SCA) Wage Determination (WD) requirements and compliance with contract and regulatory requirements.
- Responsible for timely submission of contract deliverables for assigned contracts.
- Identify emerging issues regarding contractual obligations, regulatory compliance, and risk exposure.
- Primary interface with Corporate Contracts and Supply Chain Management ensuring that all contract and supply chain matters are addressed promptly and efficiently.
- Develop and integrate contract management tools, templates, methods, and processes.
Minimum Requirements:
- A bachelor’s degree in a related field with a minimum of 10 years of experience in Contract Management and 5 years of experience in supply chain management
- Advanced knowledge of the practices, procedures, and processes of contracts administration; thorough knowledge of relevant laws, Federal Acquisition Regulation (FAR), regulations, terms, conditions, and policies governing assigned contracts, including FARs; ability to prepare cost proposals and meet deadlines.
- Experience managing various contract types such as Time & Material, Cost-Plus, Firm Fixed Price, etc.
- Advanced knowledge of contract life cycle management including requirements definition, proposal development and review, negotiation, administration, and close-out.
- Knowledge and experience in construction or Public Works management, Purchasing, Warehouse, and Operations management, and a working knowledge of Human Resources and Information Technology.
- The ability to multitask conflicting priorities, and resolve conflicts are critical to the success of this position.
- Demonstrated excellent verbal and written communication skills, and proficiency with MS Office suite.
Preferred Qualifications:
- 15 years of contract management experience in the Defense and Aerospace industry
- Current Secret security clearance.
- Experience with Deltek Costpoint and IBM Maximo
- National Contract Management Association - Certified Professional Contracts Manager (CPCM) or Certified Federal Contracts Manager (CFCM) certification.
